To solve various problems faced by novice elementary school teachers, it is necessary to design a training program to enhance their job competencies that meet their needs. However, programs so far have not been based on systematic needs analysis nor a program development model. Therefore, this study was conducted with the aim of overcoming these limitations and designing a program to enhance novice elementary school teachers' job competencies. Based on the IPO (Input-Process-Output) model, a training program was systematically designed, including needs analyses at various levels for different stakeholders, discussion of program components and instructional design with subject matter experts, and evaluation and program improvement plans based on Kirkpatrick's (1998) model. As a result of incorporating the training needs of novice elementary school teachers as well as school field experts into the design process, we designed a training program suitable for the field context to enhance the teachers' job competencies. The curriculum consisted of content, teaching methods, and a timeline to strengthen the novice elementary school teachers' competencies for understanding students, class management and guidance, teaching and learning, and other basic job requirements. Based on the results, we discussed the implications of this research for novice elementary school teachers, elementary schools, teacher education institutions, and teacher training institutions. As an exemplar of designing a training program systematically, this study is expected to help novice teachers adapt to their early stage of employment in their schools, and contribute to elementary education organizations.

초등 신규교사가 직면하는 여러 가지 어려움을 해소하기 위해서는 그들의 요구에 부합하는 직 무역량 강화교육 프로그램이 설계되어야 한다. 그러나 지금까지의 프로그램 설계는 체계적인 요구 분석과 프로그램 개발모형에 기초하지 않았다. 이에 본 연구는 이러한 한계를 극복하여 초등 신규 교사 직무역량 강화 프로그램을 설계하려는 목적으로 수행되었다. 본 연구의 프로그램 설계는 IPO(Input-Process-Output) 모형에 따라, 다양한 대상과 수준의 요구분석, SME의 자문을 통한 프로그램 구성요소 협의 및 교육과정 설계, Kirkpatrick(1998)의 평가모형을 활용한 평가 및 프로 그램 개선방안 제시까지의 체계적인 과정으로 진행되었다. 초등 신규교사와 학교 현장 전문가들의 실제적인 요구를 충실히 반영한 결과, 학교 현장의 맥락에 부합하는 초등 신규교사 직무역량 강화 과정이 설계되었다. 그렇게 설계된 교육과정은 학생이해, 학급경영 및 생활지도, 교수학습, 그리고 교직소양 역량을 강화하기 위한 교수요목, 교수방법, 학습시간 등으로 구성되었다. 끝으로, 본 연구 의 결과가 주는 시사점을 신규교사, 단위학교, 교원양성기관, 그리고 교원연수기관 등 다양한 주체 별로 논의하였다. 본 연구는 체계적이고 실제적인 교육과정 설계 사례로서 교직현장 신규교사의 입직 초기 적응을 돕고, 초등교육 유관 조직에 기여할 수 있을 것으로 기대된다.
