The purpose of this study is to analyze factors influencing intrusion crimes on national major facilities, and to present preventive measures based on situational crime prevention theory. As a result of the analysis, the factors influencing intrusion crimes on national major facilities could be discussed in three main aspects. First, the level of judicial treatment was low, so the criminals' actions could not be suppressed. Second, the more frequent occurrence of intrusion crimes after work or on holidays meant that the national major facilities were not always maintaining their protection posture. This means that the protection personnel lack expertise. Third, most of the intrusion crimes were simple methods means that the physical security level is not robust, so that the intruder's will to commit crimes cannot be suppressed. In order to cope with such crimes against trespassing, the intrusion crimes on national major facilities must be treated strictly by law. Through this, the public should recognize the seriousness of the intrusion crime and suppress potential criminals. In addition, it is necessary to reduce the chances of crime by reinforcing the specialization of protective personnel and the physical protection system. And, it is necessary to improve the incentives to induce intrusion crimes by maintaining a smooth relationship with personnel and organizations that have an interest with important national facilities.

이 연구의 목적은 국가중요시설에 대한 침입범죄 영향요인을 실증적 자료를 통해 탐색 적으로 분석하고, 상황적 범죄예방이론에 입각하여 예방대책을 제시하는데 있다. 이를 위 해 2011년부터 2020년까지 발생한 국가중요시설 침입범죄 48건을 분석하였다. 분석결과, 국가중요시설에 대한 침입범죄 영향요인은 크게 세 가지 측면에서 논의해볼 수 있었다. 첫째, 국가중요시설 침입범죄에 대한 사법처리 수위가 낮음에 따라 범죄자의 행위를 억제하기 어렵고, 둘째, 일과 후나 휴무일에 침입범죄가 더욱 빈번하게 나타나는 것은 국가중요시설의 방호태세가 상시 유지되지 않고 있음을 의미하며 이는 방호인력의 전문성의 부족에 기인한다고 볼 수 있다. 셋째, 침입범죄 대부분이 월담이나 출입문을 통한 무단침입 임을 고려하면 국가중요시설의 물리적 보안수준이 견고하지 못하여 침입자의 범 행의지를 억제하지 못하고 있었다. 이러한 국가중요시설 침입범죄에 대응하기 위해서는 국가중요시설에 대한 침입범죄를 엄중하게 사법처리하여 침입범죄의 심각성을 국민이 인식하도록 하여 잠재적 범행동기를 억제하고, 방호인력의 전문화 및 물리적 방호시스템을 강화하여 범행의 기회를 축소해야 하며, 국가중요시설과 이해관계에 있는 인원 및 단체와 원만한 관계를 유지하여 침입범죄 유발 유인을 개선해 나가야 할 것이다. 국가중요시설 침입범죄의 영향요인 및 대책에 대한 탐색적 연구를 시도한 본 연구는 민·관·군·경 통합방위 차원의 국가중요시설 방호정책 수립 및 침입범죄에 대한 학술적 관 심을 높이고 향후 연구의 기초자료로서 활용될 수 있을 것이다.
