Over the past decade, industrial espionage from abroad has stolen technology from companies over the years, not only from large companies but also from small and medium-sized companies. The amount of damage suffered by domestic companies due to industrial security crimes reaches an average of 50 trillion won per year, and large companies have the human and economic resources to cope with industrial espionage, such as technology leaks and the formation of their own security teams, but small and medium-sized companies are generally fully dependent on the police for technology leaks as they are forced to be exposed to industrial crimes due to lack of capacity. In order to cope with the scale of damages and the number of damages that are increasing every year, the National Police Agency formed an industrial technology protection investigation team in 2015 and is responding to the increasing number of industrial technology leakage crimes by increasing the number of cyber investigation and cyber security investigation teams every year, and national institutions and businesses are also realizing the need for industrial security and increasing the number of people who respond. However, due to lack of professional manpower and lack of internal circulation, the need for training and training of professional human resources in national institutions and enterprises is gradually increasing due to the high degree of hope for deployment to other departments. In line with this need, if the Industrial Security Agency curriculum is provided to students attending the Department of Police Administration, students majoring in police administration will be able to choose from a wider range of fields and national institutions, not just the National Police Agency, but also businesses and other professions. This paper analyzed its necessity in introducing the industrial security curriculum to the students of the police administration department.

지난 10년간 대기업뿐만이 아닌 중소기업에까지 국외로부터의 산업스파이가 기업이 가 진 기술을 빼돌린 사건이 해를 넘길수록 증가하는 추세를 보이고 있다. 산업보안범죄로 인하여 국내기업이 입은 피해액은 연평균 50조 원에 달하며, 대기업의 경우 기술유출 및 보안팀을 자체적으로 구성하는 등 산업스파이에 대하여 대처할 수 있는 인적·경제적 여력 이 있지만 중소기업의 경우 여력이 부족하여 산업범죄에 무방비로 노출될 수 밖에 없어 대체로 기술유출에 대하여 경찰에 전적으로 의존하고 있다. 위와 같이 해마다 증가하는 피해 규모와 피해 건수에 대응하기 위하여 경찰청은 2015년 산업기술보호수사팀을 구성하였고 사이버수사 및 사이버보안수사팀 채용인원을 해마다 증원 하는 등 증가하는 산업기술유출범죄에 대응하고 있으며, 국가기관 및 기업 역시 산업 보안의 필요성을 체감하고 대응인력을 증원하고 있다. 하지만 전문 인력의 부족과 내부순 환으로 인한 배치인력 역시 전문성의 부족으로 인하여 타부서로의 배치희망정도가 높아 국가기관 및 기업에서 전문 인력양성 채용과 양성의 필요성이 점차 증가하고 있다. 이러한 필요성에 맞추어 경찰행정학과에 재학 중인 학생들에게 산업보안전공 커리큘럼이 제공된 다면, 경찰행정학을 전공하던 학생들이 기존에 선택할 수 있었던 한정된 진로에서 벗어나 좀 더 광범위한 분야 및 경찰청만이 아닌 국가기관, 더 나아가 기업 및 타 직종 선택이 가능해질 것이다. 이 연구는 경찰행정학과 학생에게 산업보안 커리큘럼을 도입하는 데 있 어 그 필요성을 분석하였다.
