This article is a study in which interviews and questionnaires were conducted for investigators in order to calculate the amount of the police's case investigation expenses and the appropriate amount of investigation expenses, and the appropriate size was calculated using the results. It is significant that it can serve as a basis for calculating an estimate of the execution scale and deficit. Case investigation fees can be divided into basic items and optional items. The basic items were found to be insufficient for meals (30%), room charge (30%), and transportation costs (34%) based on the current execution amount on average. It was investigated that the shortage ratio of optional items was larger as the remaining amount was used after executing the basic items. 43.71% of the use of information sources, 161.22% of camouflage transactions, 256.32% of expert advice, 35.37% of evidence collection and use, and 84.35% of investigation material purchases were not executed due to lack of investigative expenses. It can be seen that the lack of investigative expenses is leading to a decline in the police's investigation activities. In order to secure expertise in the development of science and technology and the advancement of social phenomena, the actual execution of expert advisory fees should be guaranteed, and for systematic evidence collection and use in conformity with evidence-based judicialism, evidence collection costs and investigation material costs need to be stably supported. As crimes such as online and drug transactions of sexual exploitation targeting children and adolescents are increasingly using closed spaces online and offline, infiltrating the police is inevitably an essential method of investigation. Investigative expenses are thought to be an essential social cost to control crime.

이 연구는 경찰의 사건수사비 집행금액과 적정규모의 수사비 산출을 위해 수사관들 을 대상으로 면접조사와 설문조사를 진행하고 그 결과를 이용하여 적정 규모를 산출한 연구로 연구결과물을 토대로 사건수사비의 집행규모와 부족분에 대한 추정치를 산출하 는 근거가 될 수 있다는 점에 의의가 있다. 사건수사비는 기본항목과 선택항목으로 구분할 수 있으며, 기본항목은 평균적으로 현재의 집행금액을 기준으로 식사비 45%, 숙박비 30%, 교통비 34%가 각각 부족한 것 으로 나타났으며, 선택항목은 기본항목을 우선적으로 집행하고 남은 금액을 이용하면 서 부족비율이 더 큰 것으로 조사되었다. 정보원 활용은 43.71%, 위장거래는 161.22%, 전문가자문은 256.32%, 증거수집활용 35.37%, 수사재료 구입은 84.35% 등을 사건수사 비의 부족으로 집행하지 못한 것으로 조사결과 나타났고 사건수사비의 부족이 경찰의 수사활동 위축으로 이어지고 있는 것을 알 수 있다. 과학기술의 발전 및 사회현상의 고도화에 따른 전문성을 확보하기 위해 전문가자문 료의 실질적 집행이 보장되어야 하고, 증거중심 재판주의에 부합하는 체계적 증거수집 과 활용을 위해서는 증거수집비용과 수사재료비가 안정적으로 지원되어야 한다. 아동청소년 대상 성착취물의 온라인 거래, 마약거래 등 범죄는 점점 온라인과 오프라인의 폐쇄된 공간을 이용하는 사례가 증가하는 과정에서 경찰의 잠입수사는 필수적인 수사 방법이 될 수밖에 없으며 이를 지원할 수 있는 정보원비나 위장거래금 항목은 범죄를 통제하기 위한 필수적인 사회적 비용이라고 생각된다.
