Since the introduction of the Korean Dialogue Police in October 2018, several case studies and media have reported its net function, but it is still difficult to find statistically verified studies on the effectiveness of the deployment of dialogue police. This study attempts to quantitatively investigate the effectiveness of the deployment of dialogue police with the time required for the assembly as the dependent variable in this study. Using official data from the National Police Agency, a series of growth mixture models are estimated, and first, there exist three types of trajectories of change in the time required for respective police stations. Second, the larger the initial number of participants, the more likely they are to belong to the latent class in which each assembly ends in a relatively short time, and interestingly, the initial value of unlawful assembly rates has no effect on latent class membership. Third, although there are some exceptions, overall, the monthly rates of assemblies in which dialogue police are dispatched have a concurrent effect on the average monthly assembly time of respective, three latent classes. Policy implications, research limitations, and suggestions are discussed in the Korean context.

한국형 대화경찰 제도가 2018년 10월 도입된 이래, 몇몇 사례연구와 대중매체에서 그 순기능이 보고되기도 했지만, 대화경찰 투입의 효과성을 통계적으로 검증한 연구는 여전히 찾아보기 어려운 상황이다. 이 연구는 집회 소요시간을 종속변수로 두고 대화경 찰 투입의 효과를 양적으로 규명하려고 시도하였다. 경찰청에서 수집한 통계자료를 활 용하여 일련의 성장혼합모형을 추정한 결과, 첫째, 시간에 따른 경찰서별 집회 소요시 간의 변화궤적 패턴이 3개라는 사실을 확인하였다. 둘째, 집회 참여 인원의 초기치가 클수록 장시간 집회가 이루어지는 잠재계층에 속할 가능성이 크고, 질서유지선 설정 집 회 비율의 초기치가 높을수록 비교적 짧은 시간 내에 집회가 종료되는 잠재계층에 속 할 가능성이 크며, 흥미롭게도, 위법행위 발생 집회 비율의 초기치는 집회 소요시간을 기준으로 하는 잠재계층 구분에 아무런 영향을 미치지 않는다는 사실을 밝혔다. 셋째, 일부 예외는 존재하였으나, 전반적으로 월별 대화경찰 투입 집회 비율은 3개 잠재계층 집단별 월평균 집회 소요시간에 부적인 동시효과를 미치고 있음을 확인하였다. 정책적 함의와 연구의 한계 및 제언은 한국적 맥락에서 기술되었다.
