On December 9, 2020, the bill related to the local police system was passed and implemented. The reason for the introduction of the local police system is closely related to the ideology of local autonomy guaranteed by the Constitution, and the core content of the local police system contains the democratization of the security administration reflecting the participation of residents and the autonomy of the local community. In addition, pursuing a unified and integrated administration through the linkage between local administration and public security administration is an important legitimacy for the introduction of the local police system. In the end, the local police system can find its legitimacy in securing the connection between local administration and security administration, establishing community policing, and ultimately improving the quality of life of residents. The tow legitimacies of the introduction of the local police system means realizing the ideology of decentralization. From this point of view, this study examines whether the current unified model of local police system properly reflects the philosophy of community policing, and whether the scope of duty is set appropriately for establishing a governance system and participation of local residents.

2020년 12월 9일 자치경찰제 관련 법안이 통과되어 시행되고 있다. 자치경찰제의 도 입 이유는 헌법에서 보장하는 지방자치의 이념과 밀접한 관련이 있고, 주민의 참여와 지역 공동체의 자율성을 반영하는 치안행정의 민주성이 핵심적인 내용이다. 또한, 지방 행정과 치안행정의 연계성을 통해서 일원화, 통합화된 행정을 추구하는 것은 자치경찰 제도 도입의 중요한 정당성이 된다. 결국 자치경찰제는 지방행정과 치안행정의 연계성 을 확보하고, 지역사회경찰활동을 정착시켜 궁극적으로 주민들의 삶의 질을 향상시키 는데서 그 정당성을 찾을 수 있다. 그리고 두 가지 자치경찰제 도입의 정당성은 자치분 권의 기본이념을 실현시키는 것을 의미한다. 이런 관점에서 본 연구에서는 현행 일원화 모델의 자치경찰제도가 지역사회 경찰활동의 철학을 제대로 반영하고 있는지 그리고 수행하는 사무의 범위가 지역 주민의 참여와 거버넌스 체계를 구축하는데 적합하게 설 정되었는지 검토한다.
