The purpose of this article lies in sharing the consequences of a study that focused on the implications and strategies of Beutelsbach Consensus oriented to free democratic basic order. To arrive at the goal, this article identifies following themes: state pedagogy and contradictory, implications of Beutelsbach Consensus corresponding to free (liberal) democratic basic (fundamental) order, and lesson strategies for applying or reflecting Beutelsbach Consensus. The bottom line of this paper can be formulated as follows: First, the significance of Beutelsbach Consensus, whose source can be traced back to the [state] civic education (staatsbuergerliche Bildung) in the Weimar Republic (1919-33), lies in its contribution to professionalization of civic education (politische Bildung). Second, it is necessary not to identify Beutelsbach Consensus naively with strict or complete political neutrality. Third, in this context, we can set up the following rule: if we ignore or neglect Beutelsbach Consensus, the possibility of unilateral (one-sided) or undue influence tends to grow to that extent. Fourth, the basic and human rights as components of free democratic order provide essential content and criterion for civic education. Fifth, it seems to be necessary to reflect further on the implications of Beutelsbach Consensus, which is based on free democratic order on the one hand, and conversely is oriented or corresponds to it on the other, and to perform empirical study on the strategies for applying the principles of Beutelsbach Consensus.

본 연구의 목적은 자유민주적 기본질서를 지향한 보이텔스바흐 합의의 함의를 분석하고 적용방안을 탐색하는 데 놓여 있다. 이 글에서 주장하고자 하는 주요사 항은 다음과 같다. 첫째, 보이텔스바흐 합의가 지닌 의미와 중요성은 정치교육의 전문화를 확장시키는 데 기여했다는 점에 놓여 있으며, 이 합의의 발단은 이미 공 민교육 전통에서 찾아볼 수 있다. 둘째, 보이텔스바흐 합의를 단순히 엄격하고 완 전한 정치적 중립성과 동일시해서는 안 된다. 셋째, 이 최소합의의 원칙을 무시하 거나 소홀히 다룰 경우, 일방적인 영향력 행사가 발생할 가능성이 그만큼 더 커질것이며, 법적인 의미에서 절제와 자제의 원칙을 위반할 가능성이 더 많을 것으로 예상된다는 규칙을 설정할 수 있다. 넷째, 자유민주적 기본질서의 구성요소인 기 본권과 인권은 정치교육을 위해 본질적으로 중요한 내용과 기준으로 간주해야 하 며, 이 맥락에서 보이텔스바흐 합의는 법적으로 구속력은 없지만, 준거점으로서 유의미한 역할을 수행하고 있다. 다섯째, 자유민주적 기본질서에 기반을 두고 있 으면서, 이것을 지향하고 여기에 부응하는 보이텔스바흐 합의의 함의에 대한 지속 적인 성찰이 요청되며, 교육실천을 위한 적용방안에 관한 경험적 연구가 필요하다.
