The reckless monetary refunding structure and extensive betting items and methods of the illegal gambling industry are evaluated to induce pathological illegal gambling by emotionally stimulating participants. In addition to social costs of preventing and correcting pathological illegal gambling, tax and public fund evasion is prevalent in the illegal gambling industry, which can serve as an opportunity to expand illegal economic activities. As social harm caused by illegal acts of gambling was rampant, academic efforts were made to eradicate the phenomenon by identifying the cause of illegal gambling acts. In particular, criminology has presented practical precautions through a learning approach. However, in Social Learning Theory, which is a representative learning theory, learning is interpreted as a series of processes based on Behaviorism, whereas in prior researches, contact with others itself was considered the cause of learning. They are partially valid for the reduced theory. In this study, in order to overcome the limitations of prior researches, a mediated model containing the learning process was applied to illegal gambling acts. Results of multiple regression analysis showed that the independent variables, interpersonal and media contact, had a significantly positive effects on the frequency of illegal gambling acts, but the parameter, affinity of gambling did not have a statistically significant effects on the frequency of illegal gambling acts. In addition, among the independent variables, only interpersonal contact was found to affect the affinity of gambling. Thus, only the direct effect of the independent variable on the dependent variable was estimated. Based on the analytical results, practical methods were proposed to prevent illegal gambling acts.

불법 사행산업의 무분별한 금전 환급 구조와 광범위한 배팅 종목 및 방식은 참여자를 감정 적으로 자극함으로써 병적인 불법 사행행위를 유발할 수 있고, 이를 방지하는 과정에서 사회 적 비용이 소모되는 것은 물론이거니와 불법 사행산업에서는 조세 및 공공기금 포탈이 만연 하여 불법적인 경제활동이 확대되는 계기가 될 수 있다. 불법 사행행위로 인한 사회적 폐해가 심각해지고 있어 범죄학에서는 사회학습론적 접근을 통하여 실질적인 예방방안을 제시하는 연구가 수행되었다. 사회학습이론(Social Learning Theory)에서는 행동주의(Behaviorism) 에 입각하여 학습을 일련의 과정으로 해석하고 있는 반면, 선행연구에서는 타인과의 접촉 자 체를 학습의 원인으로 간주하여, 학습이론을 다소 부분적으로 검증해 왔다. 이 연구에서는 선 행연구의 한계를 극복하고자 학습의 과정이 포함된 매개모형을 불법 사행행위의 설명에 적용 하였다. 다중회귀분석의 결과 독립변수인 대인 및 미디어 접촉은 종속변수인 불법 사행행위 빈도에 정(+)적인 영향을 미쳤으나, 매개변수인 사행행위 우호성은 불법 사행행위 빈도에 통 계적으로 유의미한 영향을 미치지 않았다. 아울러 독립변수 중에서는 대인 접촉만 사행행위 우호성에 부(-)적 영향을 미치는 것으로 확인되었다. 결론에서는 이러한 결과에 대한 논의와 누리캅스의 활성화 등 정책적 방안을 제안하였다.
