2020년 지자체가 지역 실정에 맞는 치안정책을 수립하고 이를 효과적으로 집행해 지역 주민들에게 고품격의 치안 서비스를 제공하는 자치경찰제도의 초석이 마련되었고, 2021년 에는 실제 통과된 법안의 후속 조치들이 원활하게 진행되면서 조속하게 정착되어야 할 시점이다. 2021년 7월 전국 시행을 앞두고, 준비 기간이 불과 5개월밖에 남지 않았으나, 각 지자 체에서는 조례안 제정에서부터 이견이 생기고 있어, 이를 중재할 행안부의 역할은 더욱 중요해 지고 있다. 그러므로 현재 추진 중인 자치경찰제도의 운용 과정에서 세부 이슈에 대해 예상되는 문제점과 그 해결 방안을 선제적으로 제시하는 것이 본 연구의 목적으로, 성공적인 자치경찰제도의 발판 마련이 필요하다. 자치경찰 사무에 대한 최종 확정, 시도지사협의회의 구성과 운용방식, 경찰공무원의 인 사, 사무기구의 설치 및 운영 등 주요 이슈에 대해 해결 방안이 확정되어야 할 시점인 만 큼 국민을 위한 자치경찰로의 변화를 위해 학계는 물론 각 기관의 폭넓은 신뢰와 협업으로 시행착오를 줄여 안정적인 자치경찰제도 운용의 시발점이 되어야 할 것이다. 자치경찰 시범운영이 진행되는 시기에 발생하는 민감한 쟁점들에 대한 논의를 거쳐 본 연구에서는 다음 네 가지를 해결 방안으로 제시하였다. 첫 번째 합리적 조정을 통한 자치경찰 사무의 명확화, 두 번째 정치적 중립성을 유지하 기 위한 시도자치경찰위원회 구성과 운영, 세 번째 공정한 경찰공무원의 인사시스템 도입, 네 번째 시도자치경찰위원회 사무기구의 구성과 자치경찰과의 신뢰 구축방안을 제시하였다.
