Joseph R. Biden Jr. was elected as 46th President of the United States in the last presidential election in November 2020. This study aims to analyze U.S. foreign policy under Biden in terms of three dimensions of security, economic prosperity, and community, and to provide prospect on his policy toward Northeast Asia and the Korean Peninsula. Especially, by comparison with the Trump administration’s foreign policy, this study characterizes that of the Biden administration as return to liberal hegemony, and claims that the ultimate goal of the administration’s foreign policy is to restore U.S. leadership in international affairs. When it comes to security area, this study analyzes, the Biden administration’s policy is oriented toward non-coercive method. In the economic dimension it is expected to pursue globalism and free trade. In terms of community, the Biden administration is analyzed to be in line with multilateralism. This study also argues that when it comes to its policy toward Northeast Asia the Biden administration aims to secure U.S. superiority over China and manage risk of unnecessary conflict on the Korean Peninsula. Finally, this study offers ideas on South Korea’s response to the foreign policy of the Biden administration. This study suggests that South Korea will face both challenges and opportunities. While the U.S-China competition for global hegemony poses a serious challenge for South Korea, which is heavily dependent upon the U.S for security and China for economy, it is also possible that the Biden administration opens a new opportunity to promote the peace process on the Korean Peninsula.

조 바이든이 미국의 제46대 대통령으로 당선되었다. 본 연구는 바이든 행정부의 정 책 노선을 안보, 경제, 공동체의 세 가지 차원에서 분석하고, 바이든 행정부의 대 중국 정 책 및 한반도 정책을 전망하는 것을 목표로 하고 있다. 특히, 본 연구는 트럼프 행정부의 대외정책 노선과의 비교를 통해서 바이든 행정부의 대외정책을 자유주의적 패권으로의 회귀라고 정의하고 바이든 행정부 대외정책의 최종 목표는 국제사회에서 추락한 미국의 위상과 리더쉽을 회복하는 것이라고 주장한다. 안보의 차원에서 바이든 행정부의 대외 정책은 비강압적 정책으로 정의할 수 있으며, 경제의 차원에서는 자유무역과 글로벌리 즘에 가까운 것으로 분석되었다. 공동체의 차원에서 바이든 행정부는 다자주의의 성향 을 보일 것으로 전망된다. 또한 본 연구는 바이든 행정부의 대 동아시아 정책은 중국과의 패권 경쟁에서 우위를 점하고 한반도에서의 무력충돌의 위험을 관리하는 것이라고 주장 한다. 결론에서는 이러한 바이든 행정부의 대외정책 노선에 대한 한국의 대응방안을 제시한다.
