Youth policy in a multicultural society requires a policy that develops creative and experiential excellent activity programs, and promotes citizenship and a sense of community by gathering together with policies on the establishment and operation of youth facility spaces, which are places to conduct programs. In particular, the establishment and operation of various youth facilities is an important field that plays a pivotal role in youth policy, as it prepares places and facilities that serve as the basis for implementing all youth policies. In this study, in order for the youth policy to adapt to changes in the social environment in the future, the type of youth facility that is the basis of the policy and the purpose of the facility construction should be newly established, and the overall administrative support system by researching youth facility policies and alternatives for this purpose. And the necessity of work to improve legal and institutional support plans. In particular, the guidelines for designing youth facilities, which are basic guides that provide assistance with activities and facility construction procedures necessary to support the development of healthy competence of various youths, principles and considerations necessary for planning and design, It is suggested that it plays a decisive role in the construction of youth-only facilities as defining the design. In addition, the image of talent required in the future multicultural society is the talented person with the creativity and sensitivity required in the environment of accelerating the movement of manpower between countries, and to cultivate creative talent, the development of creativity that can integrate the contents of various fields with a new perspective and cooperate with different groups. Because this is important, it was suggested that youths should develop their competence so that they can experience various experiential activities in the local community so that they can keep up with the rapid development of science and technology along with the changed perception of the youth in line with the change of the multicultural social environment.

다문화사회에서의 청소년을 위한 정책은 시민정신과 공동체 의식을 키우면서 창의적이고 체험적인 다양한 프로그램을 실시할 청소년시설환경을 구축하는 정 책이 필요하다. 특히 청소년시설의 건립은 모든 청소년정책 시행의 기반이 되는 장소와 환경을 마련하는 것으로서 청소년계에 있어 중추적인 역할을 하는 중요 한 분야이다. 따라서 본 연구에서는 향후 다문화사회의 환경변화에 부합하는 청소년정책을 수립하기 위해 이의 기반이 되는 청소년시설의 유형 분류 및 이에 따른 시설건 립 목적의 재정립, 그리고 이를 위해 청소년시설 정책과 대안의 연구를 바탕으 로 전반적인 법적ㆍ제도적 지원방안의 개선 필요성을 고찰하였다. 연구의 결과로서, 국가 간 인력 이동이 가속화하는 환경 여건 속에서 이에 필요 한 창의성과 감성을 갖춘 인재로서의 미래 다문화사회에서 요구되는 청소년 인 재상을 규정하였으며, 이를 바탕으로 다문화적 사회환경의 변화에 대응하기 위 해 다양한 분야의 내용들을 통합하고 집단간 상호 협력이 가능한 새로운 시각 으로서의 지역사회 역량개발의 필요성을 제안하였다. 또한, 이를 위한 관련 청 소년활동을 위한 시설의 건립 절차, 계획과 설계 규정 및 고려사항 등을 포함한 청소년시설 설계지침서의 필요성에 대해서 기술하였다.
