In recent years, extreme weather phenomena such as the worst heat wave in 2018, record-breaking typhoon in 2019, and all-time monsoon season in 2020 have occurred in Korea. Korea Meteorological Administration refers to the climate change as the reason for this extreme weather change. Climate change, which was unfamiliar in the past, has become closer to everyday life. However, most of the media and public opinion in Korea are still interested only in the event of a serious disaster. Furthermore, most of them are related to greenhouse gas emissions called climate change mitigation. On the other hand, at a time when climate change has progressed considerably, active interest and actions related to adaptation have been neglected despite their importance. China has been actively responding to climate change as the world’s largest carbon dioxide emitter and a country with frequent related disasters. In particular, it has actively responded to climate change adaptation in cities. The central government has established relevant strategies, regulations, the sector, and local governments have implemented policies and measures. Particularly noteworthy is the bold selection and operation of pilot-cities to test the practicality and practical impact of these policies and laws. this process and results based on actual geographical location, climatic characteristics, environmental conditions, etc. will provide good experience not only for China but also for other countries and provincial cities in the future. In the case of Korea, the national climate change adaptation policies were announced in 2010 and 2015. And the Moon Jae-in administration also tried to respond to climate adaptation issues by implementing 100 national top tasks. However, climate change disasters still occur, and adaptation emerges as a long-term task. This paper presents China as a useful example from the standpoint of Korea, especially the division of labor between the central and local government, the construction and operation of pilot-cities, and the lessons learned from their success or failure. And based on this perception, this paper would like to look at China’s climate adaptation policy, pilot-city operation and consider its implications for Korea at present.

한국에서는 최근 몇 년간 기록적 폭염, 태풍, 장마와 같은 극단적 기후 현상이 연이 어 발생하였다. 한국의 기상청은 이러한 기상이변 이유로 기후변화 요인을 언급한다. 이처럼 낯설던 기후변화가 우리의 일상과 가까워졌다. 그러나 한국의 대부분 언론과 여론은 여전히 심각한 재해가 발생할 때에만 관심을 보인다. 나아가 대부분 기후변화 완화(Mitigation)라는 온실가스 배출량에 관련한 것이다. 반면에 기후변화가 상당히 진 행된 현재에는 적응에 관련한 적극적인 관심과 행동이 중요함에도 불구하고 소홀한 편이다. 중국은 세계 최대 이산화탄소 배출국이자 관련 재해 빈발국으로 그간 기후변화에 적극 대응해왔다. 도시의 기후변화 적응도 특별하게 관심을 기울여왔다. 중앙은 관련 한 전략과 법규를 수립하였고, 부문과 지방이 정책과 조치를 이행하였다. 주목이 필요 한 부분은 이러한 정책과 법률의 현실성, 실질적 영향을 시험하기 위해서 과감히 시험 (시범)도시 선정과 운영을 추진한 것이다. 이처럼 실제 지리적 위치, 기후적 특성, 환경 적 조건 등에 근거한 시험 과정과 최종 결과는 향후 중국뿐 아니라 다른 국가와 도시에 좋은 경험을 제공할 것이다. 한국은 2010년 제1차, 2015년 제2차 국가 기후변화 적응대책을 발표하였고, 2017년 문재인 정부도 100대 국정과제 시행을 통해서 기후적응 이슈에 대응하려 하였다. 그러 나 현재까지 재해는 여전하며, 적응은 장기적인 과제로 부상한다. 본 논문은 한국의 입장에서 유용한 사례로서 중국을 제시하며, 특히 중앙과 지방 정부의 분업, 과감한 시험도시 건설과 운영, 그 영향과 성패에 따른 교훈에 주목한다. 그리고 이러한 인식에 기초하여 중국의 기후적응 정책과 시범도시 운영을 살펴보고 현재 한국에 주는 시사점 을 고찰하려 한다.
