The purposes of this research is to analyze the changing main-stream of security environment with key variables and develop the ROKA policy along with the future trends by figuring out the countermeasure requirements in advance. With this analysis, the ROKA reserve force would build up the foundation to develop the future policy and reinforce the research capacity by conducting investigations into the future trends and the influences on security-strategy environment. For these, we approached the research topic with the basic concept of 'total force' and dealt with the concept from a rather narrow perspective that reserve force is personnel & material resources activated by military mobilization. To address these, this research placed an emphasis on the controversial issues of reserve force policies in ROKA and reviewed the prospects of security-strategic environment in the future with STEPPER, the influences on ROKA from the changes, and so on. Through the analysis, we presented policy suggestions which may applicable to ROKA reserve force in the future.

본 연구의 목적은 향후 인구구조 변화, 과학기술 발전 등 미래 트렌드(trend)와 관련된 주요 변수들의 영 향에 따른 안보전략환경의 변화 방향을 가늠하고, 육군 예비전력분야에서의 대응 소요를 조기에 식별하여 선제적 인 정책개발 및 정책추진역량 강화를 위한 토대를 마련하는 것이다. 본고에서는 총체전력(total force)의 관점에서 ‘군사동원을 통해 전력화할 수 있는 전력 중 인적·물적 자원’이라는 협의의 예비전력 개념을 다루었다. 이를 위하 여, 본고에서는 대한민국 예비전력 운용 관련 쟁점 사안을 분석하는 것에 중점을 두었으며, 미래트렌드 주요 변수 (STEPPER)에 따른 안보전략환경 변화 전망, 안보전략환경의 변화가 병력동원 규모에 미치는 영향 등을 검토하 였으며 그에 따른 한국군에 적용 가능한 미래 예비군 정책에 관한 시사점을 도출하여 제시하였다.

    Ever since next generation convergence technology became one of the most important industries in the nation, computing professionals have encountered a growing number of challenges. Along with scholars and colleagues in related fields, they have gathered in avariety of forums and meetings over the last few decades to share their knowledge, experiences and the outcome of their research. These exchanges have led to the founding of the International Next-generation Convergence technology (INCA) on December 1, 2015. INCA was registered as an incorporated association under the Ministry of Information and Communications. The main purpose of the organization is to improve our society by achieving the highest capability possible in next generation convergence technology.
