This research examines a way to facilitate subsidy system by reconsidering and analyzing those local artists’thoughts and concepts in Jecheon, South Korea. This research provides an account of a key prospectus from Jecheon Cultural Foundation which intends to resolve some problematic issues derived from the previous years, and to improve the process towards subsidy system enhancement. This thesis articulates the essential quality of culture and arts within the given society where its place and role also has to be correspond with what the spectator/citizen would expect. This process enables them to meet their demands through his/her experience in enhancing the nature and value of specific culture and arts. In other word, cultural identity with differentiation from another can be archived by connectivity apart from the amount of subsidy that leads the artists as to be distinct and independent subject. Arming this point of view, this research uses and analysis Focus Group Interview(FGI) in which the aforementioned artists and managers have engaged in finding and articulating appropriate concepts beyond some of the historical and practical limitations that they have faced with. As a result of this, this thesis argues that communicating in-between the artists and officials for the local harmony could be a touchstone to resolve the following issues including the necessity of skilled manpower, an art educational program, development of localized contents, public spaces for interaction and collaboration where the artists and officials necessarily need to go. The ideas described as an alternative way(s) discussed in this thesis will make a promise to the reader providing a set of conceptual and practical tools in order to help them better meet the demands of today’s alternative subsidy system. In addition, it is hoped that citizens in Jecheon can lead and participate in these works will be able to act as a turning point to improve their understanding and values in culture and arts.

본 연구는 제천시에서 활동 중인 문화예술인을 위한 지원 실태를 살펴보고 이를 활성화하기 위한 방 향을 모색하고자 한다. 본 논문은 이 지역의 문화예술생태계 육성과 진흥을 목표로 2019년에 출범한 제 천문화재단의 설립 취지를 개괄적으로 살펴보았다. 문화재단이 추구하는 가치와 추진 전략은 설립 이전 까지 이 지역의 문화예술인 지원 과정에서 반복적으로 제기되었던 개선 사항을 보완하기 위한 실질적인 시도로 이해할 수 있다. 이러한 맥락에서 본 연구는 문화예술의 본질적 특성에 대한 논의를 중심으로 지 역사회에 있어 문화예술의 위치와 역할은 이 지역 시민의 경험을 통한 기대 충족 여부에 따라 예술작품 의 속성과 가치가 충족될 수 있다는 사실에 주목하였다. 이는 곧 문화예술 단체 및 프로그램 운영을 위 한 지원체계는 지역과의 밀착성을 전제로 독자적인 문화예술로써 차별화에 이를 수 있으며, 공공의 재정 적 지원에서 탈피하여 문화예술인들의 자생력을 활성화할 수 있다는 사실을 의미한다. 본 연구는 이러한 논의를 토대로 제천시에서 활동 중인 문화예술가 및 실무자를 대상으로 실시한 심층 인터뷰(FGI)를 분석 하여 이 지역의 특성과 상황에 부합되는 문화예술인 지원체계 활성화 방안을 도출하고자 했다. 특히 이 과정에서 드러난 전문 인력 양성의 필요성, 문화예술교육 프로그램 활성화, 지역특화 콘텐츠 개발, 공유 공간 구축의 필요성 등은 지역사회 전체의 소통과 협력을 바탕으로 실현 가능한 것이며, 이 지역 문화예 술인들이 궁극적으로 추구해야 할 방향성을 시사하고 있다. 본 연구에서 제시된 방안은 향후 이 지역 문 화예술 지원체계를 활성화하기 위한 기초자료로서 의미가 있다고 생각된다. 아울러 제천 시민이 실질적 으로 주도하고 참여 주체가 될 수 있는 사업을 토대로 문화예술 향유자가 예술에 대해 가지는 의식 및 가치를 향상할 수 있는 전환점으로서 작용하길 기대한다.
