The purpose of this study is to examine the main contents of North Korea's talks with the US after the 5th Plenary Meeting of the 7th period, and to derive characteristics, changes, and implications. Through this, the study investigates what North Korea intends, what message it is sending to the United States, and what its implications are. North Korea's discourse with the United States is unfolding along a consistent and clear line, and its message is also abvious. The main characteristics are the resumption of the US policy and hostilities against North Korea as a condition of resumption of dialogue. It shows reinforcement of Kim Yeo-jung's internal and external status and role expansion, North Korea's perception of the United States created in the process of denuclearization negotiations, and resumption of dialogue based on the current of emphasis on friendship and trust between the two leaders. In particular, it preemptively presents North Korea's policy toward the United States in the future, such as willingness to denuclearize and negotiation conditions. It is taking into account the situation after the US presidential election.

본 연구의 목적은 북한이 제7기 제5차 전원회의 이후 발표한 대미 담화의 주요 내용을 살펴보고 특징 및 변화, 그 시사점을 도출하는데 있다. 이를 통해 북한이 어떤 의도를 가지고 있으며, 미국에 어떤 메시지를 보 내고 있는지, 그 함의는 무엇인지 고찰하고자 한다. 북한의 대미 담화는 일관되고 분명한 노선에 따라 전개되 고 있으며, 그 메시지 또한 명확하다. 주요 특징은 대화 재개 조건으로 미국의 ‘대북 적대시 정책 폐기’ 주장, 김여정의 대내외적 위상 강화 및 역할 확대, 비핵화 협상 과정에서 생성된 북한의 대미 인식, 그리고 양국 정 상 간 친분 및 신뢰 강조 기류에 근거한 대화 재개 가능성 등이다. 특히 미국 대선 이후의 상황까지 고려한 비핵화 의지, 협상 조건 등 향후 북한의 대미 정책을 선제적으로 제시하고 있다.
