The purpose of this research is to analyse the EU’s role on the basis of ‘effective multilateralism’ in the process of the Iran’s nuclear negotiations and to figure out its implications. Since Iran’s nuclear problem became the international concern in 2002, the relationship between Iran and Western countries has been affected by various factors such as issues of energy and security, and domestic and global situations. In particular, the EU has maintained its stance to talk to Iran, different from the US hardline policy against Iran. This EU’s policy towards the resolution of Iran’s nuclear problem is based on ‘effective multilateralism’, which emphasises the peaceful and diplomatic ways with the involvement and cooperation with international organisations and other countries. The EU has played a role as a mediator and facilitator based on trust between E3+3 and Iran during the process of negotiations as well as a bridge builder, in particular, between Iran and the US. Therefore, the successful deal of Iran’s nuclear negotiations could make the EU’s role and status as a civilian power and conflict resolver based upon ‘effective multilateralism’ strengthened in the world stage.

본 연구의 목적은 이란 핵 협상 과정에서 ‘효율적 다자주의’를 바탕으로 한 EU의 역할과 그 함의를 분석하 는데 있다. 지난 2002년 이란의 핵문제가 국제적 관심이 된 이후, 이란과 서방국들과의 관계는 다양한 요소 들 – 에너지, 안보, 국내외 상황 등 – 에 의해 변화되어 왔다. 특히 EU는 미국의 대이란 강경 정책과 달리 이란 과 지속적으로 대화를 시도하여왔다. 이란 핵 문제 해결에 대한 EU의 정책은 ‘효율적 다자주의’에 기반을 두 고 있으며, 국제기구를 포함하여 다양한 국가들과의 공조를 통해 군사적 방법이 아닌 외교적으로 이란 핵문 제를 해결하려는 것이다. EU는 이란과 E3+3간의 협상을 진행하는데 있어 ‘신뢰’를 바탕으로 협상의 중재자 이자 촉진자로서 역할을 수행하였으며, 특히 이란과 미국사이에 다리를 놓는 역할을 하였다. 이란 핵협상의 성공적 타결은 EU가 ‘효율적 다자주의’를 기반으로 국제무대에서 문민적 강대국이자 분쟁해결자로서 EU 의 역할과 위상이 강화되는 계기가 되었다.
