As stipulated in Article 1 of the Charter of the United Nations, the most important purpose of the United Nations is to "maintain international peace and security" as a post-war collective security system. Nevertheless, the UN as a collective security system did not work properly during the Cold War, and expectations for proper post-Cold War activities did not last long. The article analyzes the external and internal challenges and problems of UN activities as the effective collective security system as the drafters of the Charter intended in the ear of foreshadowing the hegemony struggle between the United States and China and unprecedented COVID-19 pandemic. Based on the analysis above, this article concludes that the UN is standing at crossroads of its fate as a post-war collective security system.

UN헌장 제1조에 규정된 바와 같이 UN의 가장 중요한 목적은 전후 집단안보체제로서의 “국제평화와 안 전의 유지”이다. 그럼에도 불구하고 집단안전보장체제로서의 UN은 냉전시기 동안 제대로 작동되지 못하 였으며 냉전 이후 제대로 된 활동에의 기대도 오래가지 못했다. 이 글은 국제평화와 안전의 유지를 위한 UN 의 역할을 역사적으로 살피고, 아울러 미국과 중국 사이의 헤게모니 투쟁 전조가 보이는 현재 집단안전보장 체제로서의 UN활동에의 외적, 내적 도전들과 문제를 분석하고 집단안전보장체제이자 국제평화와 안전의 보장을 위한 UN의 미래가 미증유의 COVID-19 시대에 갈림길에 서 있다고 결론을 내리고 있다.
