This study is to analyze the effects of social capital and administrative values on government trust in Chungbuk province and the effects of integrity and democracy as moderating variables in their relationship. As a result of the analysis, it was found that the greater the reciprocality was or the greater the responsiveness was, the greater the central government's trust was. As the government's integrity increased and the awareness of community expanded, it had a positive effect on central government’s trust. And it was found that the greater the fairness was, the greater local government’s trust was. As the government's fairness increased and the democracy increased, it had a positive effect on local government’s trust. In addition, as the communication between the government and residents or the cooperation between the central government and local government increased, it had a positive effect on government’s trust. Policy implications are as follows. First, in order to improve responsiveness, the central government and local government should identify proactively the needs of the residents in Chungbuk, and solve public problems. Second, in order to improve integrity, it is necessary for governments to disclose administrative and policy information to citizens, and to use an audit and evaluation system such as citizen inspectors. Third, in order to improve democracy, it is important that the central government and local government utilize the citizen participation system effectively.

본 연구의 목적은 충북지역을 대상으로 사회적 자본과 행정가치가 정부 신뢰에 미치는 영향과 이 들의 관계에서 청렴성 및 민주성이 조절변수로서 미치는 효과를 분석하는 것이다. 분석결과, 중앙정 부의 경우 사회적 자본 중 호혜성과 행정가치 중 대응성이 커질수록, 또는 정부의 청렴성이 증가하 면서 공동체 의식이 확대될수록 정부 신뢰에 정(+)의 영향을 미쳤다. 그리고 지방정부의 경우 행정가 치 중 공정성이 커질수록, 또는 민주성이 증가하면서 공정성이 커질수록, 또는 민주성이 증가하면서 중앙정부와 지방정부의 협치가 확대될수록 정부 신뢰에 정(+)의 영향을 주었다. 또한 모든 정부에서 정부와 주민간 소통 또는 중앙정부와 지방정부의 협치가 증가할수록 정부 신뢰에 정(+)의 영향을 미 쳤다. 이러한 분석결과를 토대로 정책방안을 제시하면, 첫째, 중앙정부와 충청북도는 대응성을 제고 하기 위해 예방적 차원에서 선제적으로 충북도민들의 행정수요를 파악하고, 민첩한 문제 해결과 주 요 정책에 대한 피드백 제공 등 적실성 있는 대응이 필요하다. 둘째, 중앙정부와 충청북도는 청렴성 을 제고하기 위해 시민들에게 행정 및 정책 정보를 공개하고, 시민감사관 등 시민의 관점을 반영한 감사·평가제도를 실시해야 한다. 셋째, 중앙정부와 충청북도는 민주성을 제고하기 위해 시민참여제도 를 실효성있게 운영하는 것이 필요하다.
