This study explored the types of policy tools and the policy delivery system for local gov ernment youth policy through the policy tool prism. First, according to the findings of the st udy, in the local government youth policy, indirect tools are used more frequently than direct tools. This indicates that the operation of local youth policy is not only provided directly by the city government, but also through increased indirect methods by non-profit organization s. Second, as the selection of policy tools is used more indirectly than the direct method, the role of local government agencies and non-profit organizations is growing in policy executio n. Local government is the center of direct policy instruments, while indirect tools are at the heart of local government public agencies. Third, the policy instruments are being actively used by local government public agencies, indicating the need to shed light on the role of p ublic institutions. Besides, the role of non-profit organizations as indirect resources is impo rtant and contracting-out method by agreements is being actively used.

본 연구는 정책도구라는 렌즈를 통해서 지방정부 청년정책 대상으로 정책도구의 유형과 정책전달 체계를 분석하였다. 연구결과에 따르면 첫째, 지방정부 청년정책의 정책도구는 간접도구가 직접도구보 다 많이 활용되고 있다. 지방정부의 청년정책운영은 도시정부가 직접제공 뿐만아니라 비영리조직을 통한 간접방식이 증가하고 있다는 점을 말해준다. 둘째, 정책도구의 선택이 직접도구보다 간접도구가 활용됨에 따라 정책집행에서 지방정부 산하기관, 비영리기관의 역할이 커지고 있다. 직접도구는 지방 정부가 중심에 있는 반면에 간접도구는 지방정부 산하기관이 중심이 되고 있다. 셋째, 정책도구의 전달주체는 지방정부 산하기관이 적극적으로 활용되고 있어 산하기관 역할의 조명 필요성을 제기한다. 이와 함께 간접도구로서 비영리기관의 역할이 크며, 협약을 통한 민간위탁이 적극적으로 활용되고 있다.
