This study begins with the recognition of the problem that the Community Social Security Council(CSSC) is not properly performing its function as the Regional Welfare Governance. The purpose of this study is to derive implications by exploring problems inherent in the logic of institutional design of the Council(CSSC), which is a complex system. In the institutional design process, a contextual system and a purposive/mechanism system were analyzed by dividing the Council(CSSC)'s introduction period (2003) and expansion period (2015). The analysis results ; First, the degree of awareness of the context system (historical and politics) was very low in both periods in the design process of the Council(CSSC). Second, the structure and role of the Council(CSSC) are ambiguous due to the uncertainty of the concept of the Council(CSSC). The third, the Council(CSSC) is operated nominally and the actual participation of the private sector is very limited. The implication of the research results is that it is very useful from the viewpoint of new institutionalism from the institutional design process in order to increase the effectiveness of the Council(CSSC).

이 연구는 지역사회보장협의체가 지역복지거버넌스로서 기능을 제대로 수행하지 못하고 있다는 문제 의식에서 출발하여, 복합체계(complex system)인 지역사회보장협의체의 제도설계 논리상 내재적인 문제 를 탐색함으로써 함의를 도출하는데 연구목적이 있다. 이를 위하여 협의체의 도입기(2003)와 확대기 (2015)를 맥락체계와 목적·수단체계에 따라 분석하고 있다. 분석결과, 지역사회보장협의체의 설계과정에서 양 시기 모두 맥락체계(역사성과 정치성)에 대한 인식 정도가 매우 낮았으며, 협의체가 추구해야할 가치와 사명, 개념의 불명확성 등으로 인하여 협의체의 구 조와 역할이 모호한 상황을 연출하고 있다. 협의체는 명목적인 운영으로 민간의 실질적인 참여가 매우 제한적임을 살피고 있다. 연구결과가 함축하는 바는 복합체계인 지역사회보장협의체의 실효성을 높이기 위해서는 제도설계과정에서부터 맥락체계를 전제로 한 목적·수단체계의 상응이 신제도주의 관점에서 볼 때, 매우 유용하다는 점이다.
