Korea, which has been a beneficiary of offset trade with the import of foreign weapons systems in the global defense industry market, has recently expanded its defense industry exports(defense exports), increasing its role as a mandatory country for export offset trade. Korea's target countries are increasing their offset trade ratio to promote their own defense industry and economic development. Accordingly, the obligation burden on Korean defense companies is increasing. Many previous studies have argued that the government should support the companies because they are having difficulty fulfilling their obligations of of export offset trade. However, these studies have limitations that there is no empirical logic. Intuitively, it can be recognized that the government support for the companies is required, but an empirical analysis is needed to determine whether export offset obligations hinder Korean defense exports for national consensus and support policies. However, such an empirical study has yet to be carried out in Korea. The main reason is that statistical data on export offset trade are not maintained because defesnse companies consider them as business secrets. The U.S. is the only country in the world to maintain the statistics. Therefore, this study conducted an empirical analysis on “the impact of export offset trade obligations on defense industry exports” based on the U.S. export offset trade statistics. It was analyzed that “export offset trade obligations hinder defense exports.” Based on the results,, this study presented some implications for government and defense companies to increase defense exports.

세계 방위산업 시장에서 국외 무기체계 도입을 통해 절충교역의 수혜국이었던 우리나라는 최근 방위산업 수출(방산수출)이 확대됨에 따라 절충교역 의무국으로서의 역할이 커지고 있다. 우리나라의 방산수출 대상국들이 자국의 방산 육성, 경제 발전 등을 도모하기 위해 절충교역 적용비율을 높이고 있어 업체들의 부담은 더욱 가중되고 있다. 많은 선행연구들에서는 업체들이 수출절충교역 의무이행에 어려움을 겪고 있으므로 정부가 지원해야 한다고 주장하였다. 하지만 이러한 선행연구들은 실증적 논리가 없다는 한계점이 있다. 직관적으로 업체의 수출절충교역 의무에 대한 정부의 지 원이 필요하다는 것을 인식할 수는 있으나 그것이 정책적으로 발전되고, 국민적 공감대 형성으로 이어지기 위해서는 수출절 충교역 의무가 방산수출을 저해하는지 여부에 대한 실증적 분석이 필요하다. 하지만 이러한 실증연구는 국내에서 아직까지 수행되지 않은 실정이다. 그 원인은 업체들이 수출절충교역 현황에 대해서 영업비밀로 간주하기 때문에 통계자료가 유지되고 있지 않기 때문이다. 전세계에서 미국만이 유일하게 수출절충교역 현황에 대한 통계자료들을 유지하고 있다. 이에 본 연구에서는 미국의 수출절충교역 통계자료들을 통해 ‘수출절충교역 의무액이 방위산업 수출에 미치는 영향’에 관 한 실증분석을 수행하였다. 분석 결과 ‘수출절충교역 의무가 방산수출을 저해하는 것’으로 나타났으며, 이를 바탕으로 방산수 출을 늘리기 위한 정부와 업체 각각에 대한 시사점들을 제시하였다.
