Sweden's decentralization is relatively old compared to other countries due to its geographical and cultural characteristics. Today in Sweden, due to decentralization, the efficiency of finance and operations has been achieved, and the financial efficiency, high quality public services and regional development, which have been viewed only as conflicting with each other, is simultaneously achieved by expanding the choice of public services to their citizens and providing them with more specialized and individualized services to their needs. But above all, decentralization can be seen as a successful realization of decentralization (horizontal decentralization) of central power and decentralization (vertical decentralization) in a Swedish society where the power of governance is widely distributed among local governments and democracy is mature. The centralized system, in which the current Korean ruling authority is centered on the president, is a fundamental cause for balanced regional development. It is also further strengthening collective egoism and causing regional division. Moon Jae-in, the government four second Cabinet meeting to strengthen the decentralization and local autonomy (administrative, legislative power, local government jaejeonggwon, welfare rights) by the Constitution to decentralization.Said that he would push a constitutional amendment. Sweden's decentralized administrative system has received much attention worldwide as its effectiveness and efficiency have been proven. The scope and scale of decentralization is becoming a barometer of completion of local autonomy, with Sweden's local government becoming an important testing ground for civil society and democratic research. Therefore, the study of Swedish local autonomy, which is evaluated for excellence worldwide, has many implications for us.

스웨덴의 지방분권화는 지리적·문화적 특징으로 인해 다른 국가들에 비해 상대적으로 오래되었다. 오늘날 스웨덴에서는 지방분권화로 인해, 재정과 운영의 효율성을 달성하였으며, 자신의 거주하고 있는 시민들에게 공공서비스에 대한 선택권을 확대하고, 그들이 필요한 욕구에 신속히 그리고 좀 더 전문화되고 개별화된 서비스를 제공함으로써, 서로 상충관계로만 보았던, 재정의 효율성, 질 높은 공공서비스, 지역 발전 등을 동시에 달성하고 있다. 그러나 무엇보다도 지방분권화의 핵심은 통치 권한이 지방정부에 대폭 분산되어 있는 체제로 지역 간의 평등과 균형 발전임 민주주의가 성숙된 스웨덴 사회에서 지방분권화는 중앙 권력의 분권화(수평적 분권), 중앙과 지방간의 분권화(수직적 분권)의 성공적 실현으로 볼 수 있다. 현 한국의 통치상의 권한이 대통령을 중심으로 한 중앙집권체제는 지역불균형 발전에 근본적인 원인이 되다. 또한 집단이기주의를 더욱 강화시키고, 지역 간 분열을 야기 시키고 있다. 문재인 정부는 지방분권을 강화하기 위해 제2국무회의와 4대 지방자치권(자치입법권, 자치행정권, 자치재정권, 자치복지권)을 헌법화하는 지방분권 개헌을 추진하겠다고 밝혔다. 스웨덴의 지방분권화된 행정체계는 그 효과성과 효율성이 입증되면서 세계적으로 많은 관심을 받고 있다. 지방분권실현의 범위와 규모는 지방자치 완성의 바로미터가 되고 있는데, 스웨덴의 지방정부는 시민사회 및 민주주의 연구를 위한 중요한 실험장이 되고 있다. 따라서 세계적으로 우수성을 평가받는 스웨덴의 지방자치제도에 대한 연구는 우리에게 많은 시사점을 준다.
