The present study aims at identifying important factors that are associated with fear of criminal victimization in South Korea. Few studies have focused on the relationships between individual characteristics(or community characteristics) and fear of criminal victimization in terms of community based corrections. In particular, probation is a representative way of supervising offenders in community setting which may affect the fear of criminal victimization of local residents. Therefore, it is necessary to establish the most effective probation strategies considering the “fear of criminal victimization”of community. The ultimate purpose of current study is to examine which variables have the greatest impact on the fear of criminal victimization by utilizing individual characteristics factors and community related factors. The present study includes two separate dependent variables of generalized fear of criminal victimization and specific fear of criminal victimization by relying on the data of Korean Institute of Criminology in 2013(‘Survey on Crime Risks of Local Communities’). Hierarchical regression analysis was used for investigating the key factors that are related with fear of criminal victimization. The result demonstrates that both individual characteristics and community related factors are statistically significant elements that are associated with fear of criminal victimization of the two models. Further policy implications will be discussed.

보호관찰은 지역사회에서 범죄자를 지도・감독하면서, 지역 주민과 범죄자가 함께 생활하게 하는 대표적인 “지역사회 교정(community corrections)”수단이다. 따라서 보호관찰대상자의 재범발생 여부보다 궁극적으로 지역 주민이 느끼는 주관적인 “범 죄피해 두려움”에 대한 통찰을 바탕으로 보호관찰 전략을 수립할 필요가 있다. 이에 이 연구는 사회통제모형을 활용해 어떤 변인이 범죄피해 두려움에 가장 큰 영향을 미치는지 실증적으로 살펴보는데 궁극적인 목적을 두었다. 형사정책연구원이 2013년 에 수집한 자료(‘지역사회 범죄위험성에 대한 인식조사’)를 이차데이터로 활용하면 서, 일반적 범죄피해 두려움과 구체적 범죄피해 두려움 모델 두 가지를 유발 요인 차 원에서 위계적 회귀분석으로 비교, 분석하는데 초점을 두었다. 분석 결과, 일반적 범죄피해 두려움 모델과 구체적 범죄피해 두려움 모델 모두 지 역사회 특성 변인이 음의 베타 값을 가져 한 개인이 갖고 있는 지역사회에 대한 애 착과 유대, 비공식적 통제기제 신념이 범죄피해 두려움을 유의미하게 감소시키는 것 으로 나타났다. 또한, 위계적 회귀분석을 통해, 두 모델 모두 개인적 요인에 지역적 요인이 더해졌을 때, 모델의 설명력이 증가하는 것으로 나타났는바, 지역적 요인을 감안한 지역사회 교정 전략이 반드시 필요하다는 사실을 객관적으로 확인했다고 하 겠다. 향후 보호관찰관의 지도・감독 활동이 범죄자 한 개인뿐만 아니라 지역사회 주민들의 특성과 지역적 요인을 모두 고려한 방식으로 운영될 필요가 크다.
