The purpose of this study is to select COVID-19 response cases of administrative agencies as research subjects. Each agency would be evaluated for their response and safety management protocols. With these intentions, the Seoul Military Manpower Administration examined the application form based on specific guidelines from the Ministry of Personnel Management and the Central Countermeasure Headquarters. It also conducted interviews with internal members of the Seoul Military Manpower Administration and outsiders. The findings of the study are as follows: 1. Even in the midst of the corona virus pandemic, the Military Manpower Administration (Seoul Regional Military Manpower office) is fully responding to the crisis. They are safely performing core functions, which include military service screening tests. 2. Continuous responses to COVID-19 have exhausted employees in various fields, and has continued to bring new challenges. Due to such increasing challenges, external organizations (i.e. central government and local community associations) have been providing proper software systems that allows employees to work from home. With this accommodation, working remotely ensures the health and safety of each employee. Therefore the administrative agency should continue its internal efforts to maintain the agency's core functions, and to accommodate accordingly in order to prolong their functional continuity plan. In addition, consistent mutual cooperation with external agencies and local community associations is needed for effective safety management. These measures should be actively taken to share and utilize public data held by institutions and the private sectors.

본 연구는 행정기관의 코로나19 대응 사례를 연구대상으로 선정하고, 안전관리 및 대응의 적절성을 고찰하는데 그 목적이 있다. 이를 위하여 인사혁신처 및 중앙방역대책본부의 지침 등을 바탕으로 서울지방 병무청의 현장 적용 형태를 살펴보았다. 그리고 서울지방병무청 내부 구성원과 외부인을 대상으로 인터뷰 를 실시하였다. 본 연구에서 도출한 연구결과는 다음과 같다. 첫째, 코로나19로 인한 위기 상황에서도 병무청(서울지방병무청)의 대응은 적절하고, 병역판정검사 등 핵심 기능을 안전하게 수행하고 있다. 둘째, 코로나19에 대한 대응 기간이 장기화됨에 따라 직원들의 피로도가 누적되고 현장의 어려움이 가중되고 있다. 다만 하반기(9월)부터는 외부(중앙정부 및 지방자치단체)에서 인력이 지원되고 있다. 따라서 행정기 관은 기능연속성 계획을 바탕으로 기관의 핵심 기능을 유지하고 발전시키는 내부적 노력을 지속해야 한다. 또한 효과적인 안전관리를 위해 외부기관 및 지방자치단체와 원활한 상호 협력이 필요하며, 기관이 보유하 고 있는 공공데이터 등을 유관기관 및 민간부문과 공유하고 활용하는 방안도 적극적으로 고려해야 한다.
