This study is to find out the installation of consulate branch in Gunsan, which was one of the consulates which Japan installed in Korea, its personnel composition and the activities of the chief secretary for the consulate branch. On May 1, 1899, Korean government opened the Gunsan port on its own rather than by the treaty. Subsequently, Japan installed its Gunsan consulate branch under Mokpo Consulate on May 26, 1899. Gunsan was very attractive to Japanese as a lot of Japanese who surreptitiously in filtrated into Korea lived there. The modern changes in Gunsan were achieved by the construction of infrastructure for the newly opened port made by the chief secretary dispatched to the consulate branch. The Gunsan consulate branch performed the following activities. First, the consulate branch found out that Russia tried to purchase the land in Gunsan to expand its influence in Korea. To deter Russian influence, Japan tried to preemptively purchase the land earlier than Russian government to prevent Russia from expanding its influence in Korea. Second, the chief secretary of consulate branch took proper actions against the exclusive commercial behaviors performed by any groups under the fraudulent excuse that they follow the Korean government’s instruction in Gunsan where the commercial area was broad and the commercial profit was concentrated. Third, it was wary of the Korea’s armed groups and collected the information about them and made effort to help the Japanese residents to have stable life there. Due to these activities of chief secretary in the consulate branch, there was the increase in the number of Japanese residents as well as inflow of Korean into Gunsan. This kind of phenomenon converted Gunsan into the modern city. The chief secretary in the Japanese consulate branch was the core power supporting the Japanese resident’s stable living and activities in the area and is found to have played the most critical role in Japanese imperialism’s infiltration into Korea. So, the focus shall be made on the existence of consul who enabled the chief secretary to act like that rather than focusing only the city’s growth and development made by the increase in the number of Japanese residents in the area.

본고는 일본이 한국에 설치한 영사관 중 영사분관의 하나인 군산영사분관의 설 치와 그 인적구성 그리고 영사분관 주임의 활동에 대해 살펴본 글이다. 1899년 5 월 1일 한국정부는 군산항을 조약에 의한 것이 아닌 스스로 개항하였다. 곧이어 일 본은 1899년 5월 26일 목포영사관 군산분관을 설치하였다. 군산은 개항 이전 몰래 잠입해 활동하던 일본인이 다수 있을 정도로 일본인에게 매력적이었다. 군산의 근대적 변화는 영사분관에 파견된 주임서기생이 수행한 개항장의 인프 라 구축에 의해 이뤄졌다. 군산 영사분관은 다음과 같은 활동을 수행하였다. 첫째, 러시아의 남하와 관련해 러시아 세력이 군산의 토지를 매입함으로써 세력을 확장 하려는 움직임을 포착한 영사분관은 이를 저지하기 위해 이와 관련한 정보를 예의 주시함으로써 가능하면 러시아 세력보다 먼저 토지를 선점함으로써 러시아세력의 진출을 저지하고자 하였다. 둘째, 영사분관 주임은 상권이 넓고 상업상 이익이 집 중되어 있던 군산 배후의 시장에서 한국정부의 훈령을 사칭해 독점적 상업행위를 불법적으로 저지르자 이에 대해 적극 대응하였다. 셋째, 한국인의 무장집단에 대한 경계심을 갖고 이들에 대한 정보를 수집해 보고하는 한편 거류민의 안정을 힘썼다. 이러한 영사분관 주임의 활동을 통해 군산은 점차 거류일본인의 수가 증가했을 뿐만 아니라 한국인의 유입도 활발하게 이뤄졌다. 이러한 현상으로 인해 군산은 근 대적 도시로 변화발전했던 것이다. 영사분관 주임은 거류민의 안정적 거주와 활동 을 뒷받침하는 핵심권력이었으며 일제의 한국침투에서 무엇보다 중요한 존재였음 이 확인된다. 단순히 거류거주 인구의 증가만으로 도시의 성장과 발전을 짐작하기 보다는 이들의 활동을 가능하게 만들었던 영사의 존재에 더욱 주목해야 할 것이다.
