As for exchanges between Goguryeo and Yamato Wa, the arrival of Goguryeo envoys from 570 to the Japanese archipelago could be seen as the beginning of official diplomatic relations. However, in the midst of diplomatic attempts, disaster situations such as the drifting, wrecked ship, drowning, and distress of Goguryeo envoys are occurring. This may be because Goguryeo was not familiar with the sea route to the Japanese archipelago at the time. However, unlike disasters caused by simple maritime situations, there are areas where we can look at the status of artificial maritime disasters. In this regard, it is important to note the figures sent by the Yamato regime to welcome Goguryeo envoys when they arrived in the Japanese kingdom in the late sixth century. In general, the figures who welcomed the Goguryeo envoys are the person who crossed into Wa from Baekje, and in 573 it is believed to reflect the position of the person who crossed into Wa from Baekje, who opposed the negotiations between the Yamato Wa and Goguryeo.

고구려와 야마토 정권간의 교류에 대해서는 『日本書紀』 에서 570년부터 나타나는 고구려 사신의 일본열도 도착을 공식적인 외교 관계의 시작으로 볼 수 있을 것이다. 그러나 외교 관계의 시도 와중에 고구려 사신의 표착, 파선, 익사, 조난 등 해상의 재난 상황이 벌어지고 있다. 이는 일단 당시 고구려가 일본열도로 가는 해상 루트에 익숙하지 않았기 때문인 것으로 파악할 수 있을 것이다. 하지만, 단순한 해상 상황에 따른 자연적 재난과 달리 인위적인 해상 재난 현황을 살펴볼 수 있는 부분이 있어 주목된다. 이를 고찰함에 있어서는 『日本書紀』 내에서 6세기후반 고구려의 사신이 왜국에 도착했을 때 그들을 영접하기 위해 야마토 정권에서 보냈던 인물들에 주목해야 할 것이다. 대체적으로 고구려 사신을 영접했던 인물들은 백제계 渡倭人이며 특히 573년에 있었던 해상의 조난과 관련해서는 야마토 정권과 고구려의 교섭을 반대했던 백제계 도왜인의 입장이 반영되어 있는 것으로 판단된다.
