This article explored the appropriate direction of epistemic democracy in the era of collective intelligence, which contributes to solving problems by the rapid increase in knowledge and grouping through the network due to the development of the Internet. Through the study of literature, we extracted the requirements necessary for epistemic democracy to function properly, reorganized them by type to model, and analyzed how the details of each model have implications for the practice of collective intelligence democracy. The requirements were the level of enlightenment and diversity, deliberation and cooperation, independence and decentralization, and motivation and grouping of the people, and we looked at them step by step due to the different application requirements for each grouping process, and the difference in the scope of application between the statistical model and the cognitive model. As a result of applying various requirements to democracy, it suggested that it was necessary to strengthen the enlightenment and diversity of members in the pre-group stage, secure cognitive diversity and prevent systematic bias in the grouping process, and seek ways to expand motivation and participation in the grouping stage. This study is meaningful in that by extracting the requirements of collective intelligence and analyzing its influence, it revealed how these requirements should be utilized for the institutionalization of collective intelligent democracy.

이 글은 인터넷의 발달로 지식의 양이 비약적으로 증가하고 네트워크를 통하여 집단화 하면서 문제해결에 기여하는 집단지성 시대를 맞아 이에 적합한 인지민주주의의 방향을 탐색하였다. 문헌연구를 통해 인지민주주의가 제대로 작동하는데 필요한 요건들을 추출한 다음, 유형별로 재 정렬하여 모형화한 후 세부요건들이 집단지성의 인지 민주주의를 실천 하는 데에 어떠한 함의가 있는지를 분석하였다. 세부요건들을 추출한 결과 국민들의 계몽 수준과 다양성, 심의와 협력, 독립성과 분권성, 그리고 참여동기와 집단화였는데, 집단화 과정별로 적용요건이 상이하고, 집단화 방법 간 적용범위가 달라 단계별, 범주별 구분이 필요하였다. 이 구분에따라 세부요건들을 민주주의에 적용한 결과, 집단화 이전 단계에서 는 구성원들의 계몽과 다양성을 강화하고, 집단화 과정에는 인지적 다양성 확보와 체계편 향 예방이 필요하며, 집단화 단계에서는 동기부여와 참여를 확대하는 방법을 강구해야 함 을 알 수 있었다. 이 연구는 집단지성 요건들을 추출하고, 그 영향력을 분석함으로써 집단 지성의 인지민주주의 제도화를 위해 이들 요건들을 어떻게 활용하여야 하는지를 밝혔다는 데에 의의가 있다.
