North Korea is expected to simultaneously push for economic development and easing military tensions on the Korean Peninsula. However, the construction of social and economic infrastructure in the North's full-fledged economic development process requires astronomical costs. Therefore, it is difficult for the North or the South to carry out large-scale projects such as development of infrastructure and resources by the North alone, so it is necessary to secure various financial resources in line with the North's demand for economic opening and reform. In this sense of problem, this paper reviewed the possibility of using international private capital to supplement national finance as the main source of resources for North Korean development. To that end, this paper examined the cost of infrastructure construction in North Korea. Through analysis of various prior studies, the paper estimated the size of North Korea's development funds, so-called unification costs. It then analyzed the types and scale of international private capital available for North Korean development funds. Finally, by reviewing cases in which international private capital was raised based on the analysis of transition countries such as China and Vietnam, the paper analyzed the types and scale of international private capital that can be procured, and based on this, it derived the elements of policy suggestions for promoting international private capital procurement.

북한은 경제발전과 함께 한반도의 군사적 긴장 완화 등을 동시 추진할 것으로 전망되고 있다. 하지만 본격적인 북한의 경제개발 과정에서 사회·경제 인프라 건설은 천문학적 비용을 필요로 한다. 따라서 북측이든 남측이든 국가재정 만으로 북한의 인프라 및 자원 개발 등 대규모 사업을 추진하기 어려운 바, 북한의 경제 개방과 개혁 수요에 맞춰 다양한 재원 확보가 필요한 실정이 다. 이러한 문제의식에서 본 논문은 북한 개발의 주된 재원으로써 국가재정을 보완하는 국제 민 간자본의 활용 가능성을 검토하였다. 이를 위해 먼저, 북한의 사회기반시설 개발 비용을 추산하 였다. 다양한 선행연구에 대한 분석을 통해 소위 ‘통일비용’으로 일컫는 북한 개발재원의 규모를 추정하고자 하였다. 이어서 북한 개발재원으로 사용 가능한 국제 민간자본의 종류와 규모를 분 석하였다. 끝으로, 중국, 베트남 등 구 체제전환국 분석을 바탕으로 국제 민간자본이 조달된 사 례를 검토함으로써 조달 가능한 국제 민간자본의 종류와 규모 등을 분석하고, 이를 바탕으로 북 한의 체제전환 시 국제 민간자본 조달 촉진을 위한 정책적 제언 요소들을 도출하였다.
