The purpose of this study is to analyze the 2020 terrorism situation in the Middle East and Southeast Asia, where potential threats to our people and facilities have been increasing since the recent Korona 19th Incident, and to analyze the prospects for 2021. The international terrorist situation has been somewhat mitigated by the decrease in terrorist attacks from the Middle East, including ISIS, since 2019, but the threat of continued terrorist damage is mounting due to the decentralization of ISIS followers in Southeast Asia and Africa, where many of our citizens have entered. In particular, the threat of terrorism in the Middle East decreased in quantitative terms after the disappearance of the occupied area in 2019, but the situation of terrorism worsened as the ISIS, which completed the succession process, sought full-fledged reconstruction of its power and strengthened low-intensity disputes and bomb attacks. Terrorist threats in the Middle East are expected to continue to escalate in 2021. In the Middle East, the U.S.-led withdrawal and reduction of U.S. troops from Iraq and other disputed areas is feared to have caused the ISIS and al-Qaida to show off its power and carry out anti-government and terrorist attacks against the U.S. Second, Southeast Asia and Oceania are also concerned about the escalation of terrorist threats and the spread of ultra-nationalism due to the continued evolution of ISIS, which has retired from the Middle East, and the possibility of extreme rightistism in the Philippines, Indonesia, and lakes and New Zealand.

이 연구의 목적은 최근 코로나 19 사태 이후 우리 재외국민 보호에 잠재적 위협이 증대 되고 있는 중동 지역의 2020년 테러리즘 정세 분석 및 2021년 전망을 분석하는데 있다. 국제 테러정세는 외형적으로 테러 공격의 감소에 따라 다소 완화되는 특성을 보였으나 ISIS 추종 세력의 분권화 및 치안력 부재 등으로 인해 테러 위협은 지속적으로 고조되고 있다. 특히 2020년 중동 지역은 2019년 ISIS의 점령지 소멸 후 정량적 측면에서의 테러 위협은 감소하였으나, 후계작업을 완료한 ISIS가 본격적인 세력 재건을 모색하며 저강도 분쟁 및 폭탄테러 공격 등을 강화하여 테러 정세가 악화되었다. 또한 이를 토대로 치안･정세가 불 안한 동남아시아를 중심으로 테러 조직원 모집과 테러 선전·선동 전술 등에 대한 테러 공 세를 집중하였다. 2021년에도 중동 지역의 테러 위협은 지속적으로 고조될 것으로 평가된 다. 이러한 중동 지역의 우리 국민에 대한 테러 위협에 대응하기 위해서는 정부차원에서 국제 대테러 기구, 주재국 관할 당국 및 교민사회, 국내 유관기관과 연계한 실효성 있는 재외국민 보호 위기관리 매뉴얼 구축 등 재외국민 위기 대응에 필요한 효과적인 테러 예방 및 대응 정책 개발에 주력하여야 한다.
