Coronavirus Disease 2019(COVID-19) is currently in progress in the space of a city where the continuity of time and the physical world of Earth continues. Unlike previous experiences of infectious disease and expectation that it will be controlled under seasonal environmental conditions, it is spreading like a spark in global physical space and time. Countries around the world are struggling to overcome the political, social, economic, educational, and public health crises caused by the COVID-19, but despite the establishment and implement of public health policies in each country, and medical and scientific research and treatment for COVID-19, it is facing a second wave beyond the first wave of the COVID-19 pandemic. Through a new integrated response strategy for the COVID-19, including the development of vaccines and treatments, the government should curb the second wave of the COVID-19 pandemic that are reinfluenced around the world to enable people to live and live their daily lives. It is necessary to establish a strategic security concept that integrates the present and the future with the identification of a new era for the present through the preservation of the economic, social and medical systems.

지구라는 물리적 세계와 시간의 연속성이 지속되는 도시라는 공간 속에서 코로나바이러 스감염증-19(COVID-19)는 현재 진행형이다. 기존의 전염병에 대한 경험과 계절에 따른 환 경적 조건 속에서 통제될 것이라는 예상과 달리 전 지구적 물리 공간과 시간으로 불꽃처럼 번져나가고 있다. 전 세계 각국은 코로나19로 인한 정치⋅사회⋅경제⋅교육⋅의료와 공중보건 위기를 극 복하기 위해 고전분투하고 있지만, 각국의 공중보건 정책 수립과 수행, 코로나바이러스에 대한 의⋅과학적 연구와 치료에도 불구하고 일차유행을 넘어 2차 유행의 파도에 직면하고 있다. 도시라는 공간을 기반으로 하는 인간의 삶이 생활공간⋅이동수단⋅무역루트 등의 세계 화라는 시간 속에서 발생한 코로나19로 인한 전 세계적 공중보건 문제가 정치⋅경제⋅사 회⋅교육⋅안보 등에 문제를 야기하고 있고 올 초반기에 이어 가을에 발생하고 있는 2차 유행을 극복하기 위한 새로운 대비책이 필요하다. 백신과 치료제의 개발 등 코로나19에 대한 새로운 ‘통합대응 전략’을 통해 전 세계에서 다시 유행하고 있는 전염병의 2차 유행을 억제하여 사람들의 일상적인 삶과 생활이 가능하 도록 하며 경제⋅사회⋅의료 체계의 보존 전략을 통해 현재에 대한 새로운 ‘시대적 규명작 업’과 현재와 미래를 통합하는 ‘전략적 보안 개념’을 수립하여야 한다.
