Policing technology R&D began to respond to the recent changes in policing environment by revising the police law in 2014. Among the policing technology R&D projects carried out by the National Police Agency, many of them are trying to respond to the crime scene, especially by utilizing biometric information. Since biometric information, which can identify and certify individuals, plays a major role in police activities such as crime prevention, scientific investigation and search for missing persons, identification is an important task of the police. Through the use of such biometric information, the police have achieved many achievements in the police field through fingerprints, DNA, and CCTV video information. However, since the use and protection of biometric information has side effects that contribute to criminal investigations and threaten individual privacy rights, it is essential for the police to find a balance between the two values. The purpose of this study is to analyze the actual conditions and problems of the utilization of biometric information in the policing technology R&D and suggest the improvement plan for the future use of biometric information in the police. To this end, this study interviewed the working-level team of the policing technology R&D site using biometric information and suggested the improvement plan based on the results of the expert interview survey.

치안분야 R&D는 치안환경의 변화에 따라서 2014년 경찰법 개정을 시작으로 ‘치안’과 ‘과학기술’을 접목하기 위하여 시작되었다. 경찰청에서 진행되어온 치안 R&D 사업 중에서는 특히 생체정보를 활용하여 치안현장에 대응하려는 사업이 다수를 차지하고 있다. 개인을 식별하고 인증할 수 있는 생체정보는 범죄의 예방 및 과학수사, 실종자 수색 등 경찰활동의 큰 역할을 담당하는 만큼 신원확인은 경찰의 중요 업무이다. 이러한 생체정보의 활용으로 경찰은 지문, DNA, CCTV영상정보 등을 통하여 치안현장에서 많은 성과를 이루어 왔다. 그러나 생체정보의 활용 및 보호는 범죄수사에 기여하는 동시에 개인의 프라이버시권을 위협하는 부작용을 갖고 있기에 경찰은 두 가지 가치에 대한 균형점 모색이 필수적이다. 이 연구는 치안분야 R&D에서 생체정보의 활용에 대한 실태 및 문제점을 분석하여 경찰 의 향후 치안 R&D의 생체정보 활용에 대한 개선방안을 제언하는데 그 목적이 있다. 이를 위하여 경찰과 관련된 생체정보 활용·수집 근거규정 및 이용 법령에 대해서 살펴보고 생체 정보를 활용한 치안 R&D 현장의 연구진과 실무진의 인터뷰를 통하여 문제점은 무엇인지 살펴보고, 전문가 인터뷰 조사를 통하여 개선방안에 대한 결과를 도출하였다.
