As the use of drones becomes more common to the general public, the number of crimes and terrorist attacks that abuse drones is increasing. Therefore, it is time to seriously consider attacks using drones in security and protection areas. Terrorism and attacks are also taking place at various facilities, airports and aircraft, large-scale events and rallies around the world by the so-called Dirty Drone. In the future, the number of terrorist attempts using drones is expected to continue to increase in the case of the Korean National Assembly, so it is necessary to find effective ways to defend against drones. Accordingly, this study conducted a Focus Group Interview with National Assembly security officers and anti-drone experts and analyzed drone terrorism and anti-drone defense systems in developed countries in order to establish a preparation system which supplements the vulnerability of National Assembly protection, Based on these findings, this study suggests the establishment of an effective anti-drone defense system in the National Assembly: first, the establishment of an anti-drone defense system, the operation plan such as the establishment of a drone defense system, the securing of drone experts, the manual, etc., second, the selection of introduced equipment, the budget, the review of operating personnel, third, detailed operation plans such as equipment construction methods, operation methods, flight paths, and fourth, the anti-related with the military and police.

드론의 활용영역이 점점 일반인에게까지 보편화함에 따라 드론을 악용하는 범죄 및 테 러 발생이 증가하고 있으며, 이로 인해 보안 및 방호 영역에서도 드론을 활용한 공격에 대하여 심각히 고민해야 하는 시점이다. 현재 전 세계적으로 ‘비열한 드론(Dirty Drone)’에 의해 각종 시설물, 공항 및 항공기, 대규모 행사 및 집회에서도 테러와 공격이 발생하고 있는 상황이다. 향후 우리나라 국회의 경우에서도 드론 확산에 따라 이를 활용한 테러 시 도가 계속해서 증가할 것으로 예상되며, 따라서 이에 대응할 효과적인 방안을 모색할 필요 가 있다. 이에 따라 이 연구에서는 국회방호의 취약성을 보완하기 위한 대비체계를 구축하 기 위해 국회 보안담당자와 안티드론 전문가들을 대상으로 포커스그룹 인터뷰(Focus Group Interview)를 실시하였으며, 선진국에서 발생한 드론 테러 및 안티드론방어체계를 분석하였다. 이러한 연구결과를 바탕으로 이 연구에서는 국회에서의 효과적인 안티드론방 어체계 구축을 위해 첫째, 드론 방어 시스템 구축, 전문인력 확보, 매뉴얼 등 운용계획, 둘째, 도입장비 선정, 도입방법, 예산, 운용인력 검토, 셋째, 장비 구축방안, 운용방법, 비행 경로 등 세부운용방안, 넷째, 전·평시 군·경찰과 연계한 안티드론방어체계 구축방안을 제시하였다.
