In the wake of the Daegu student suicide incident in 2011 due to school violence, a school police officer(hereinafter referred to as the school police) was assigned to each police station in 2012. The response rate for victims of school violence(hereinafter referred to as the victim response rate), which began in 2012 after the school police were assigned, increased from 2018 when the investigation method was changed due to a question about the method of investigation, and was released at 1.2% in 2019. As a countermeasure, the Ministry of Education announced the expansion of the duties of the school police and the establishment of a school professional investigator system. In order to reduce school violence, a diversification program was conducted for students who committed school violence, but other proposals were needed as there were cases in which students who completed the diversification program again committed school violence. In this situation, in order to prevent and reduce school violence crimes in accordance with the revised law, a study was conducted on school police, who are judges of school violence in Chungbuk. In this study, for the prevention and reduction of school violence, the reinforcement of education, the specialization of the police in charge of the school, and the reinforcement of leadership through a dedicated organization were suggested as alternatives.

2011년 학교폭력에 의한 대구 학생자살 사건을 계기로 2012년 학교전담경찰관(이하 학 교경찰)이 각 경찰서에 배치되었다. 학교경찰의 배치된 2012년도 이후 시작된 학교폭력 피해 응답률(이하 피해 응답률)은 조사방법에 대한 문제가 제기되어 조사방법이 변경된 2018년 후부터 응답률이 상승하여 지난 2019년도에는 1.2%로 발표되었다. 이에 대한 대책으로 교육부에서는 학교경찰의 임무 확대와 학교 전문수사관제도 신설을 발표하였다. 학교폭력 감소를 위하여 학교폭력 가해 학생에 대한 다이버전프로그램 강화가 제시되었지만 다이버전프로그램을 이수하고 학교폭력 가해 학생이 다시 재범을 저지르는 경우가 많아져 학교폭력 감소를 위한 다른 대안 제시가 필요하게 되었다. 이러한 상황에서 개정된 법률에 의하여 학교폭력심의 위원인 학교경찰 중에서 학교폭력범죄 예방 및 감소 를 위하여 충북지역의 학교경찰을 대상으로 걸쳐 연구를 진행하였다. 이 연구에서 학교폭 력 예방 및 감소를 위하여 교육의 강화와 학교담당 경찰의 전문화 및 전담기구를 통한 선도강화 등을 대안으로 제시하였다.
