In response to the demands of the times for the protection of people's rights and human rights, as well as the internal issue of the police that a unified standard and guidelines for the exercise of police physical power should be prepared in detail, the National Police Agency's preliminary rules, which are rules on the standards and methods of exercising police physical power, were established last year . In addition, new police arrest and self-defense skills, which was created based on the rules, has been implemented for police officers nationwide from November of last year. However, there is a positive response among the frontline police officers who enforce the law that it is helping in the field work, but some responded that it is not realistic to use in practice and that human rights violations are concerned. In this study, we attempted to analyze the root cause and review the effectiveness of the problem raised at the police site following the police arrest and self-defense skills. To this end, the results of the Focus Group interviews with outside martial arts experts and police officers who have direct or experienced police arrest and self-defense skills as a group of on-site experts were combined to find practical improvement activities and to suggest effective practical alternatives focusing on police arrest and self-defense skills from the perspective of law enforcement.

국민의 권익과 인권보호의 시대적 요구 및 경찰물리력 행사와 관련한 통일된 기준과 지침이 구체적으로 마련되어야 한다는 경찰 내부의 문제 제기에 따라, ‘경찰물리력 행사 기준과 방법에 관한 규칙’인 경찰청 예규가 지난해 제정되었다. 그리고 이를 기준으로 만들 어진 新호신체포술이 지난해 11월부터 전국 경찰관을 대상으로 시행에 들어갔다. 그러나 법을 집행하는 일선 경찰관들 사이에서는 현장 업무에 도움이 되고 있다는 긍정적인 반응 도 있지만, 일각에서는 현실성이 떨어지고, 인권침해가 우려된다는 반응도 있다. 본 연구에서는 新호신체포술 시행에 따른 경찰 현장에서 제기되고 있는 문제의 근본적 인 원인 분석 및 실효성 검토를 시도하였다. 이를 위하여 현장 전문가 그룹으로서 경찰호 신체포술을 직접 현장에서 지도하고 있거나, 지도한 경험이 있는 경찰관과 분야별 외부 무술 전문가를 대상으로 한 포커스 그룹 인터뷰 결과를 종합하여 실질적인 개선 활동 방향 을 모색하고 법집행 현장 관점의 호신체포 제압술기 위주의 실효성 있는 현실적 대안을 제시하였다.
