This study aimed to examine the effectiveness of dialogue police in Korea by conducting comparative research between dialogue police in Korea and its counterpart in the UK, Police Liaison Officer(PLO). In particular, this study mainly focused on the role, mission, effectiveness, and drawbacks of the PLO. Furthermore, based on a detailed review of the UK’s police liaison officer, this study presented policy implications for the Korean dialogue police. The police liaison officer has received positive reviews at home and abroad for promoting peaceful assembly and demonstration and reducing disorder through more conspicuous police activities, such as wearing a vest with high visibility. The positive evaluation on the PLO corresponds to a ‘practical hypothesis test’ that possibly and indirectly indicates the effectiveness and soundness of the Korean dialogue police. Despite the positive evaluation on the PLO, there are some limitations, including lack of detailed manuals or guidelines for dialogue police practices, potential risk of collecting intelligence beyond their designated duties, quality and welfare issues of police liaison officers on the field. Comprehensively reviewing strengths and weaknesses of the PLO in the UK, this study suggested that Korean dialogue police 1) set up a specialized education and training program to fulfill their roles, 2) set the criteria related to the scope of information collecting activities, 3) clarify the criteria for selection and placement of dialogue police officers, and 4) expand the scope of social issues where they are allowed to intervene.

본 연구는 비교제도적 연구를 통하여 한국형 대화경찰의 효과성을 간접적으로 검증하고 자, 대화경찰과 유사한 영국의 집회연락관(Police Liaison Officer) 제도의 역할과 임무, 효과 성 및 개선사항 등을 살펴보았다. 나아가, 이러한 영국의 집회연락관 제도에 대한 상세한 고찰을 기반으로 한국형 대화경찰이 나갈 방향성에 대한 정책 시사점을 제시하고자 하였 다. 집회연락관 제도는 정복 착용 등 공개적인 활동을 통하여, 평화로운 집회시위를 촉진하 고 무질서를 감소시켰다는 긍정적인 평가를 국내외에서 받고 있다. 이 제도에 대한 긍정적 평가는 대화경찰의 효과성을 보여주는 “실용적인 가설 테스트”에 해당하며, 한국형 대화경 찰의 건전성 및 효과성을 간접적으로 시사한다. 하지만 이러한 긍정적 평가와 더불어, 집회 연락관 활동에 대한 구체적 매뉴얼이나 지침의 부족, 범죄정보(intelligence) 수집의 문제, 자질의 문제, (장기간의 배치 시) 복지 문제 등도 확인하였다. 이러한 배경 하에, 본 연구에 서는 영국 집회연락관 제도의 장점과 개선사항 등을 종합적으로 고려하여 한국형 대화경 찰 제도의 발전 방향으로서, 1) 역할수행을 위한 전문 교육·훈련의 필요성, 2) 정보수집 역할과 관련된 기준 및 지침의 명확화, 3) 대화경찰관의 선발 및 배치기준에 관한 구체화, 4) 업무 범위 확대의 필요성이라는 정책 시사점을 제시하였다.
