If a pet is sick or injured and requires surgical surgery, furthermore, if it stays in an animal hospital for a long time, the cost of medical treatment that can be charged can be quite large. In this case, signing up for pet insurance will help you greatly even if you incur an unexpected large amount of medical expenses. Recently, various property insurance companies are selling pet insurance products as young people's interest in pet insurance has increased due to the heightened awareness of pet insurance and social problems caused by dog bites. In order for pet insurance to be activated and continued to grow, such as the United Kingdom, the United States, and Canada, it is necessary to maintain policies such as raising the registration rate for identification of pets, standardizing the cost of pet care at animal hospitals, and requiring pet owners to subscribe to insurance. Important laws related to pet insurance can be said to be the Animal Protection Act and the Veterinary Act. First, the Animal Protection Act can be evaluated that innovation continues to take place along with the increase in the number of households raising pets, the number of pets, and the growth of pet-related industries. The Animal Protection Act can be said to be the legal infrastructure of pet insurance, and from a legislative policy point of view, it is necessary to expand the registration system of animals to all dogs and cats, and it is desirable to gradually expand the mandatory liability insurance in cases other than ferocious dogs. Second, the amendment to the Veterinary Act can be evaluated as intended to strengthen the rights of animal owners by improving the services of animal hospitals. It is only natural for an animal hospital to explain to the owner of a pet so that he or she can obtain important information about medical treatment. Furthermore, the Ministry of Agriculture, Food and Rural Affairs' plan to acquire, analyze, and disclose information on the number of animal hospitals and push for standardization of future medical fees is an important policy for the stable operation of the pet insurance system.

반려동물이 아프거나 다쳐서 외과적 수술이 필요하고 나아가 동물병원에 오랫동안 머물게 된 다면 그로 인해 청구될 수 있는 진료비용이 상당히 클 수 있다. 이러한 경우 반려동물보험에 가입 하게 되면 예상하지 못한 다액의 진료비용이 발생하더라도 보험을 통해 큰 도움을 받을 수 있을 것이다. 최근 젊은 층의 반려동물보험에 대한 인식의 제고, 개물림사고로 인한 피해의 사회문제화 등을 이유로 반려동물보험에 대한 관심이 높아지면서 여러 손해보험회사가 반려동물보험상품을 판매 하고 있다. 영국, 미국, 캐나다 등과 같이 반려동물보험이 활성화되고 지속적으로 성장하기 위해 서는 반려동물의 식별을 위한 등록률의 제고, 동물병원의 반려동물 진료비의 표준화, 반려동물소 유자의 보험가입 의무화 등이 정책적으로 지속되어야 할 필요성이 있다고 생각된다. 반려동물보험과 관련된 중요한 법률이 동물보호법과 수의사법이라고 할 수 있다. 첫째, 동물보 호법은 반려동물의 양육가구 수 및 반려동물의 개체수의 증가, 반려동물 관련 산업의 성장과 함 께 지속적으로 혁신이 이루어지고 있다고 평가할 수 있다. 동물보호법은 반려동물보험의 법적 인프라가 된다고 할 수 있는데, 입법정책적 관점에서는 동물의 등록제도가 모든 개와 고양이까지 확대될 필요성이 있고, 맹견 이외의 경우에까지 배상책임보험의 의무화를 점진적으로 확대하는 것이 바람직하다고 생각된다. 둘째, 수의사법 개정안은 동물병원의 서비스 개선을 통해 동물소유자의 권리를 강화하고자 하는 취지의 내용이라고 평가할 수 있다. 반려동물의 소유자가 진료에 관한 중요한 정보를 취득할 수 있도록 동물병원이 설명을 하는 것은 지극히 당연한 것이라고 하지 않을 수 없다. 나아가 농림축산식품부가 동물병원의 진료수가 정보를 취득, 분석, 공개하고 향후 진료수가의 표준화 작업을 추진하는 것은 반려동물보험제도의 안정적 운영에 중요한 정책이라고 하지 않을 수 없다.
