Measuring fear of crime and putting efforts to reduce it is important for the local law enforcement agencies in that it may help conducting the effective crime prevention policies based on the trusts towards the agencies as well as enhancing qualities of lives of the residents. Therefore, factors which may influence the fear of crime needs to be analyzed not only in the individual level but also in the local level. This study analyzes fear of crime surveyed from the residents in Seoul, South Korea using Seoul Survey 2014 data. The analysis involves the demographic, socio-economic, housing and trust variables as the individual conditions, and also the proportion of foreigners, police calls per capita, gross regional domestic product per capita, and the number of notified sex offenders as the local conditions for 24 sub-district of Seoul. The study utilize the multi-level ordinal logit models which can accommodate the ordinal dependent variable along with the multilevel structure of the data. The results suggest that both individual and environmental variables are associated with the level of fear of crime. The influences of variables are also discussed in relation to theoretical expectation. The conclusion provides policy implication from the results, limitation of the study, and suggestion for further research.

범죄두려움의 측정과 감소를 위한 노력은 지역주민의 삶의 질 향상 뿐 아니라 공공 기관의 신뢰확보를 통한 범죄예방정책의 실시를 위해서도 중요하다. 때문에 개인적인 측면에서 뿐 아니라 지역수준에서 범죄두려움에 영향을 미칠 수 있는 요인이 분석되어야 한다. 이 연구는 기존의 2014년 서울 서베이 자료를 활용하여 범죄두려움을 분석함에 있어서, 개인적 변인인 인구학적 변인, 사회경제적 변인, 주거변인, 신뢰변인 외에도 자 치구별 외국인 비율, 인구대비 112 신고건수, 1인당 총생산지수, 성범죄자 고지 대상자 수를 지역적 변인으로 함께 고려하였다. 이에 따라 서열척도인 종속변수와 데이터의 다 수준 구성을 반영할 수 있는 다수준 순서형 로짓 모형을 분석에 활용하였다. 분석결과를 통하여 범죄 두려움에 영향을 미치는 개인적, 환경적 변인의 영향과 함께 기존의 이론적 예측과 다른 결과에 대한 해석을 제시하였다. 결론에서는 이 연구가 가지는 정책적 함 의를 비롯하여 연구의 한계를 설명하고 이를 극복하기 위한 후속 연구를 제안하였다.
