The Youth Center is receiving a lot of social attention from the youth policy and field officials in terms of supporting youth activities and helping youth voluntarily participate. However, research on the mechanism of how the youth center is actually operated has not been conducted. This study uses the grounded theory, an inductive qualitative research method, through in-depth interviews and literature analysis for 13 youth centers in Korea, through which the theoretical model and pattern of the central phenomenon and influencing factors of the youth center operation mechanism. As a result of the study, the central phenomenon of the operation mechanism of the youth center appeared as 'struggling to create value unique to the youth center' under the influence of the causal condition of problem consciousness with the existing youth employment service and the contextual condition of accidental participation and voluntary participation, It can be seen that the youth center is expanding its value as an intermediate bridge connecting the youth and the region through the interaction of the interaction/interaction strategy and intervening conditions. Finally, implications of the study and suggestions for follow-up research were presented in terms of youth employment, urban administration and career education.

청년센터는 청년의 활동을 지원하고 청년의 자발적인 참여를 통해 삶의 질 향상을 돕는 역할을 한다 는 측면에서 최근 청년정책 및 현장 관계자들에게 많은 사회적 관심을 받고 있으나, 실제로 청년센터들 이 어떠한 상호작용 및 작동원리에 의해 운영되고 있는지에 대한 운영메커니즘을 총체적으로 이해할 수 있는 연구는 진행되지 못하였다. 이에 따라 이 연구는 귀납적 질적연구방법인 근거이론(Grounded Theory)을 활용하여 국내 13곳의 청년센터 대상 심층면담 및 문헌분석을 통해 청년센터 운영 메커니즘 에 대한 중심 현상과 영향요인에 대한 이론적 모형 및 유형 분석, 상황모형을 도출하였다. 연구 결과, 청 년센터 운영 메커니즘은, 기존 청년고용서비스에 대한 문제의식이라는 원인조건과 우연한 참여와 자발적 참여라는 맥락적 조건의 영향을 받아, ‘청년센터만의 가치 창출을 위한 고군분투’라는 중심현상이 나타나 고 있음을 알 수 있었다. 청년센터는 다양한 운영인력들과의 울타리 형성, 청년특화 프로그램 개발, 지역 청년들의 운영 참여, 청년감수성을 고려한 작용/상호작용 전략과 관계자들과의 연계 부족, 운영인력의 근 무/육성 여건의 어려움, 지리적 접근성 부족이라는 중재적 조건의 상호작용을 거쳐 궁극적으로는 청년과 지역을 잇는 중간다리로서 가치가 확장되고 있음을 알 수 있었다. 끝으로 청년고용서비스, 도시행정, 진 로교육 측면에서 연구의 의의와 후속연구에 대한 제언을 제시하였다.
