The horse racing and horse riding industry in France is very naturally settled as a sport or leisure sport in the lives of the people, and is trying to succeed the traditional culture related to horses. However, although we have been carrying out a five-year comprehensive plan since 2012 to foster the horse industry, the horse race industry is still a social issue, such as racetrack corruption, game manipulation, suicide of horse-related workers, and preference issues. And, in the equestrian industry, there has been no change compared to eight years of effort. The most important issue in fostering the horse industry is that the leading role in fostering the horse industry is concentrated in the Korean Racing Authority, a public enterprise. However, the Korean Racing Authority is the only horse racing public enterprise in Korea, and since it focuses on 95% of the horse racing industry, there is a limit to focus on fostering the horse industry. Therefore, this paper recognizes the trade union of riders, defines the supplementary prize system in the statutes, removes the regulations restricting the work of horse trainers, amends the comprehensive delegation legislation under Article 14 (3) of 「the Korean Racing Authority Act」, and ‘the Minister of Agriculture, Food and Rural Affairs’ grants the license of assistant teachers and riders, and proposes the introduction of a ‘Gite de France’ to expand the base of leisure riding. The most important improvement plan is to establish ‘specialized administrative agencies of horse and horse riding’ such as IFCE in France and to allow various types of horse racing companies and horse riding facilities (centres or clubs). And it is necessary to jointly decide the policy and direction of the horse industry with the national federations. In order to lay the foundations, the government should first introduce the “external training stable system” and “open the owner of a horse system.” Thus, the government should open the door to allow the public to access the horse industry more freely.

프랑스의 경마 및 승마산업은 국민들의 생활 속에 스포츠 또는 레저 스 포츠로서 다른 스포츠와 같이 아주 자연스럽게 정착되어 있고, 말과 관련한 전통문화를 잘 계승하기 위해 노력하고 있다. 그러나 우리는 말산업 육성을 위하여 2012년부터 5년 단위의 종합계획을 수행하고 있지만, 경마산업은 여전히 경마장 비리, 승부조작, 말관련 종사자들의 자살, 마사대부의 특혜 논란 등이 사회적인 문제로 이슈화 되고 있고, 승마산업에 있어서는 8년간 노력한 것에 비하면 성과있는 변화를 이루지는 못하고 있다. 이러한 말산업 육성에 있어서 가장 중요한 문제로 지적할 수 있는 것은 말산업 육성의 주 도적인 역할이 공기업인 한국마사회에게 집중되어 있다는 것이다. 그런데 한국마사회는 국내 유일의 경마시행체로서 경마산업에 95%를 치중하고 있 어서 그 이외의 말산업 육성에 치중하기에는 한계가 있어 보인다. 따라서 동 논문은 현재 문제로 지적되고 있는 것에 대한 개선방안으로 기수 노동조합 인정, 외부 마사제와 개방형 마주제 도입, 부가순위상금제 의 입법화, 말조련사 업무제한 규정 삭제, 「한국마사회법」제14조 제3항 의 포괄적 위임입법 개선, 농림축산식품부장관이 조교사, 기수 면허 부여, 레저승마의 저변확대를 위한 농촌관광승마(Gite de France) 도입 등을 제시하고 있다. 그리고 가장 핵심적인 개선방안으로는 프랑스의 IFCE와 같은 ‘말과 승마의 전문 행정기관’을 신설하고, 다양한 형태의 경마회사와 승마시설(센터 또는 클럽)을 허용하면서, 전국단위의 연맹들과 공동으로 말산업에 관한 정책과 방향을 결정해 나아갈 필요가 있으며, 이러한 토대 가 마련되기 위해서는 우선 ‘외부 마사제’와 ‘개방형 마주제’를 도입하여 국 민들이 보다 자유롭게 말산업에 접근할 수 있도록 문을 열어놓아야 한다.
