1.The British government and the police are working together with a whole range of other agencies and partners to build safer communities. This paper raises critical questions relating to options for reform of the British police service. No institution, be it a private business, voluntary association or public service, can be immune to the changes in British society. The pace and scope of change - to the way people work, to their family life, and to how they live - present a huge range of challenges to all public services. Added to these demographic and technological changes is a rise in people’s expectations and aspirations for their services. So the police service in Britain, as with all public agencies, has been carrying on addressing the need for continuing2.modernization and reform.

영국정부와 경찰은 경찰개혁법(Police Reform Act 2002) 등에 의한 혁신 정책의 시행 이후 치안서비스 분야에 있어서 많은 성취와 발전을 거듭하여 왔다. 그러나 보다 안전한 지역사회의 확보는 단순히 경찰조직만의 문제가 아닌 중앙 및 지방의 공공기관과 모든 지역사회 구성원들이 공동으로 참여할 때, 그리고 핵심이 되는 책임기관과 조직들이 보다 강력한 책임의식을 갖고 있을 때에 진정한 효과를 보여준다는 점이 경찰혁신이 지속되어야 하는 이유로서 자리매김하고 있다. 최근의 영국 정부의 치안혁신의 모습과 미래의 비전을 조망해 본다.
