At one time, productivity measurement and improvement were terms confined to private industry. But, paralleling the growth of consumerism and managerialism within the public sector as a whole, the focus on productivity has been intensified in the police. In this study, the concepts and measurements of police productivity were studied for the basis of productivity improvement. Productivity means many things to many people. But in this study, police productivity was defined as a combination of the effectiveness and efficiency asking both whether a desired result was achieved(the effectiveness question) and what resources were consumed to achieve it(the efficiency question). Moreover it was stressed that in the public sectors like police organization, quality also should be considered in measuring productivity though it's extremely difficult. At the conclusion, present police evaluation systems were examined by the productivity criteria.

공공경영(public business)의 시기를 맞이하여 경찰생산성 향상이 강하게 요구되고 있다. 그러나 그에 대한 정확한 개념 규정이 쉽지 않고 측정을 위한 방법들 또한 산만하게 제시되고 있을 뿐이다. 본 연구에서는 경찰생산성 개념을 보다 명확하게 규정함과 동시에 측정과 관련된 주요한 논의들을 정리하고자 한다. 나아가 현재 우리 경찰이 활용하고 있는 평가제도들에 대한 검토 및 발전방향에 대하여 제언하기로 한다.
