The purpose of this study is to select the 10 principles of the only idea with North Korean laws and regulations as research subjects, and to consider the characteristics and social control of the North Korean security agency (North Police). For this reason, the North Korean law, the only ten major principles of thought, conducted a qualitative study on materials published by the North Police. The research results derived in this study are as follows. First, in the early days of Kim Jong-Un's administration, the North Police strongly implemented ‘Repressive State Apparatuses’ and contributed to the stabilization of the administration. However, after the execution of Jang Seong-Taek, the phase of the North Police was found to have weakened slightly. Second, after the stabilization of Kim Jong-Un's administration, North Police was found to control North Korean residents through various Ideological State Apparatuses as well as mandatory control mechanisms. Therefore, when analyzing North Korean security agencies, it is necessary to understand the historical case that the supreme powers use mutual and loyal competition among public security agencies to stabilize the regime. In addition, one of the important parts of the study of North Korean security is that the various policies and projects executed by the North Police are not only enforced, It is that understanding that there is also a persuasive aspect can be used to properly judge the meaning and effectiveness of the North Korean controls. The Soviet Union, communist countries in Eastern Europe, and dictatorships in Arab countries also operated powerful police agencies, but failed to maintain the system. The important reason that North Korea was able to maintain its regime despite the three generations of hereditary succession should also be found in the form of ideological control of the North Police.

본 연구는 북한의 법규와 유일사상 10대 원칙을 연구대상으로 선정하고, 북한 치안기관(인민보안부) 의 특성과 사회통제를 고찰하는데 그 목적이 있다. 이를 위하여 북한 법규, 유일사상 10대 원칙, 인민 보안부가 발간한 자료에 대해 질적 연구를 실시하였다. 본 연구에서 정리한 연구 결과는 다음과 같다. 첫째, 김정은 집권 초기에 인민보안부는 ‘강제에 의한 통제’를 강력하게 시행하여 정권 안정화에 기여했다. 그러나 장성택 처형 이후에 인민보안부의 위상은 다소 약화된 것으로 나타났다. 둘째, 김정은 정권 안정화 이후에 인민보안부는 강제적 통제 기제뿐만 아니라 다양한 이데올로기 적 통제기제들을 통해 북한 사회를 통제하는 것으로 나타났다. 따라서 북한 치안기관을 분석할 때에는 최고권력자들이 정권 안정화를 위해 공안기관들 간 상호 경쟁 및 충성경쟁을 활용한다는 역사적 사례를 이해해야 한다. 또한 북한 치안 연구에서 중요한 부 분 중의 하나는 인민보안부가 집행하는 여려 정책과 사업들이 강제뿐만 아니라 설득적인 측면도 존 재한다는 내용을 이해해야 북한이 시행하는 통제의 의미와 효과를 제대로 판단할 수 있다는 점이다. 소련, 유럽의 공산주의 국가, 아랍의 장기 독재 국가들도 강력한 경찰 기구 등을 운영했지만 체제 유지에 실패했다. 북한이 3대에 걸친 세습에도 불구하고 정권을 유지할 수 있었던 중요한 원인을 인 민보안부의 설득적 통제기제에서도 찾아보아야 한다.
