Drone terrorism, which has recently emerged as a new type of terrorist threat, is rapidly rising as an optimal form of terrorism to maximize the detriment on targets through remote control in a stable external environment. This study is an exploratory study on how to improve the national critical facility protection system to prepare for the threat of done terrorism. This study utilized a literature review on physical security and risk assessment theory and analysis of vulnerabilities and improvement measures against the threats of drone terrorism for national critical facilities. In this study, major vulnerabilities and risk priorities were derived through the risk assessment process of the national critical facility protection system of the existing two-dimensional, ground-oriented three-zone defense concept in preparation for drone terrorism. In addition, security measures which are able to improve these such security vulnerabilities effectively are presented focusing on structural, electronic, and human factors; first, the establishment of an integrated physical protection system considering the design basis threat(DBT) for drones, second, the establishment of an expanded anti-drone system and countermeasures in national critical facilities, third, the improvement of airspace control and drone flight management systems considering a degree of importance of national critical facilities, fourth, the establishment of a drone patrol system, and the fifth, the supplement legal and institutional control measures.

최근 신종 테러 위협으로 등장하고 있는 드론 테러는 테러범이 안정적인 외부의 환경에서 원격조 종을 통하여 테러 대상목표에 극대화된 타격을 달성하기 위한 최적의 테러 양상으로 급부상하고 있 다. 따라서, 이 연구에서는 현재의 지상 방호개념 위주의 국가중요시설 방호체계에 대한 비판적 인 식을 토대로 공중의 드론 테러 위협에 대비하기 위한 정책적 제언을 도출하고자 하였다. 이를 위해 물리보안과 위험평가이론에 대한 문헌고찰 및 국가중요시설을 대상으로 한 드론 테러 위협에 대한 취약성 분석방법을 사용하였다. 이에 따라 드론 테러에 대비하여 지상 위주의 3지대 방호개념을 가 진 국가중요시설의 방호체계를 위험 평가과정을 통해 주요한 보안 취약성을 도출하고, 그러한 보안 취약성을 효과적으로 개선할 수 있는 보안대책으로써 첫째, 드론 테러 설계기준위협(DBT)을 고려한 통합된 물리적 방호체계 구축, 둘째, 국가중요시설에 확대된 안티드론 시스템 및 대응수단 구축, 셋 째, 국가중요시설의 중요도를 고려한 공역통제 및 드론 비행관리체계의 개선, 넷째, 법적·제도적 통 제대책의 보완 등을 제시하였다.
