Austria is the first country that lowered the voting age to 16 in the national elections among the western democratic countries. Also, the Austrian government enacted the general ordinance on citizenship education to introduce a new subject “History, Social Studies and the Citizenship Education” into the national curriculum. In 2015, the Austrian ministry of education amended the ordinance to extend the time of learning citizenship education by lowering the beginning grade to 6th from 8th. The literature on the effect of lowering voting age supported the premise that the 16/17 year olds are more likely to participate in the elections than the 18/19 year olds, and their participation is habituated in the consecutive elections. Also, the studies show that the political interests of Austrian adolescents increased after lowering the voting age and the impact of the school became more important when compared to that of the parents. However, the eligible 16 years old voters turned out more likely to support ideologically extreme parties than adult voters, and their overall turnout was lower than the adult voters.

2007년 오스트리아는 투표율 저조현상을 극복하기 위해 총선 선거연령을 16세로 인하하였으며, 이는 주거이동성이 적은 16세의 투표참여가 18세보다 높을 것이라는 기대를 바탕으로 이루어진 것이었다. 또한 오 스트리아는 선거연령 인하를 계기로 시민교육에 관한 일반명령을 제정하고, 기존의 ‘역사·사회과’를 ‘역사· 사회과·시민교육’으로 개편하였다. 2015년에는 ‘역사·사회과·시민교육’이 시작되는 학년을 8학년에서 6학년 으로 낮추고 시민교육 관련 모듈을 확대하였다. 오스트리아에서 선거연령인하 효과를 조사한 선행연구에 따 르면 16/17세 최초투표참여율이 18/19세 집단보다 높고, 투표습관화 경향을 통해 장기적인 투표활성화 효과 를 가지는 것으로 나타났다. 또한 선거연령 인하 이후 청소년들의 정치적 관심이 증가하였으며, 정치사회화 의 중요기관으로서 부모의 역할을 대신하여 학교의 역할이 커지는 것으로 나타났다. 다만 체계적인 홍보가 없을 경우 성인집단에 비해 투표율이 낮으며, 정치적 선택에 있어서 이념적으로 양극화된 소수정당을 지지 하는 경향이 높게 나타났다.
