This study aims to consider the meaning of open platform, the opening of platform that has been operated on a closed basis, at the time of abolition of WIPI obligation. Platform is the environmental foundation to provide contents and services or to run programs, and it has a significant meaning in both aspects of business profit seeking and user’s media usage. The traditional mode of platform operation has been on a closed basis, but by now, open platform is drawing attentions in accordance with the abolition of WIPI obligation. The meaning of open platform can be considered from the perspective of social production, which Yochai Benkler suggested rising as the central mode of production on the way toward networked information economy. Open platform can be regarded as a case of social production, since many individuals participate in production on non-market, non-proprietary motives, cooperative order is established among that individuals for themselves, and they share the resources for production and its outputs. At the same time, open platform is able to serve as a catalyst for facilitating social production. It can be anticipated that open platform will be diffused throughout the converged domain of broadcasting and telecommunication with the progress of networked information economy.

본 연구에서는 WIPI 의무화 폐지를 계기로, 지금껏 폐쇄적으로 운영되 어오던 플랫폼의 개방을 뜻하는 오픈 플랫폼이 갖는 의의에 대해 살펴보 았다. 플랫폼은 콘텐츠 또는 서비스를 제공하거나 프로그램을 구동하기 위한 환경적 기반으로서, 사업자의 수익 창출이나 이용자의 매체 이용 측 면에서 중요한 의미를 갖는다. 지금껏 플랫폼은 주로 폐쇄적 모형에 의해 운영되어 왔으나, WIPI 의무화 폐지를 계기로 점차 플랫폼의 개방화를 의 미하는 오픈 플랫폼에 관심이 집중되고 있다. 한편 벤클러(Benkler, Y.)는 선진 경제권이 점차 네트워크 정보경제로 발전해가면서 이른바 사회적 생 산(social production)이 주도적인 생산 양식으로 등장한다고 주장하였는데, 이러한 사회적 생산의 개념을 통해 오픈 플랫폼의 의의를 고찰할 수 있다. 오픈 플랫폼은 생산에 참여하는 많은 개인들이 비시장적, 비사유적 동기 에 의해 참여하고, 그렇게 참여한 많은 사람들 사이에 자발적으로 협동적 질서가 형성되며, 생산을 위한 자원과 생산의 결과에 따른 산출물을 함께 공유한다는 점에서 사회적 생산의 한 사례라 할 수 있다. 동시에 오픈 플 랫폼은 사회적 생산을 보다 촉진할 수 있는 기반이 될 수 있다. 향후 네 트워크 정보경제의 발전에 따라 오픈 플랫폼은 인터넷과 모바일을 넘어 방송․통신 전 영역으로 확대될 것으로 기대된다.
