The current plan on the "Autonomous police system" of the PCGID, Presidential Committee on Government Innovation & Decentralization, seems to go too far and hasty. Moreover, it's an undesirable plan to carry out on experiment for police organization. The purpose of this study is to analyze the plan of PCGID with three components of the self-governing system and to propose some changes in the plan. The efficiency of the police organization is an essential component of a secure operation in a nation. And, the basic obligation of the governor is to bring a satisfaction of people's safety needs and to make their efforts to bring an improved welfare by raising quality of lives. Therefore, the plan of autonomous police system made by PCGID needs to direct a new direction for Korean autonomous police model. The PCGID also needs to do a further research and pay more careful attention on the trends of public opinions about new system.

현재 정부가 마련하고 있는「자치경찰제 도입방안」은 지나칠 정도로 성급하게 추진하는 감이 없지 않고, 치안조직을 실험적으로 시행해 본다는 것은 바람직하지도 않다. 따라서 본 연구는 현재 도입하려고 하는 정부혁신지방분권위원회의「자치경찰도입방안」에 대하여 나타날 수 있는 문제점을 지방자치의 구성요소차원에서 분석하고 자치경찰제 도입에 대한 보다 신중한 접근을 위하여 이 신제도의 추진을 위한 로드맵을 수정하고자 하는데 그 목적이 있다. 한 국가의 치안조직의 효율성은 그 국가의 안정적 운영을 가져오게 하는데 필수 요건이며, 국민의 안전에 대한 욕구를 만족시키는 것은 국민의 삶의 질을 높여 국민복지의 향상을 위해 노력해야 하는 국가운영자의 기초적인 의무라는 점에서 치안조직의 개혁은 국가운명을 결정지을 수 있는 백년대계를 마련한다는 차원에서 깊이 있는 연구와 여론수렴을 통하여 새로운 한국형 자치경찰제 방안을 마련할 것을 제안한다
