The opposition of the film world against the rating has sustained since 2001 when the restricted screening rating was enacted and in fact, the recent screening of the Korea Media Rating Board (or KMRB) tends to be ‘conservative’. Since the ‘restricted movie theater’ does not exist in Korea, the ‘restricted screening rating’ means banning a film. The movie industry insists that the freedom of expression in movie is being violated. As such a freedom of expression is conflicting with such values as protection of social ethics and maintenance of social order between the movie industry and the KMRB and at the same time, both are coexisting, this provokes controversy. Accordingly, this study aims to look at various arguments (maintenance, abolition, and compromise) on the restricted screening rating system and draw a conclusion.

등급 판정에 대한 영화계의 반발은 제한상영가 등급이 제정된 2001년부 터 지속되고 있으며, 실제로 최근 영상물등급위원회의 등급 심의 또한 ‘보수화’되는 추세이다. 국내의 경우 ‘제한상영관’이 존재하지 않아 ‘제한 상영가’ 판정을 받는 것은 곧 상영금지를 의미하므로, 영화업계에서는 영 화의 표현의 자유’가 침해 받고 있다고 주장하였다. 이와 같이 영화업계와 영등위 간에는 표현의 자유와, 사회윤리 보호 및 사회질서 유지라는 가치가 상충된 채 양립함에 따라 논란이 지속되고 있 다. 이에 본 연구에서는 제한상영제도에 대한 여러 주장(유지, 폐지, 절충) 을 살펴본 후, 결론을 도출하고자 한다.
