This study recognizes the need for a university-industry-government business platform, and suggests some desirable directions. To this end, we carried out empirical analysis using AHP (analytical hierarchical process) for related experts in Korea and China. Prior to empirical analysis, the detailed roles of companies, universities, and governments, which are the main subjects of the university-industry-government cooperaton, and related platforms (based on the Triple Helix model) were investigated. As a result of empirical analysis, the importance of “technology commercialization” was realized above all. Also, the differences between Korea and China were discovered. In Korea, high quality workforce was emphasized. On the other hand, China has given priority to the cultivation of startups. In Korea and China, the platform for cooperation between industry, government, and university is important, and as a sub-element, universities, companies, and governments have different important roles based on their positions. In particular, the role of universities (which is different from the existing ones) has been highlighted.

본 연구는 최근 플랫폼 및 비즈니스 생태계 시대에 직면하여, 지역의 기업 및 대학과 효율적으로 협력하기 위한 산학 비즈니스 플랫폼의 필요성을 인식하고, 그러한 플랫폼을 형성하기 위한 바람직한 방향을 제시하고자 한다. 이를 위해 삼중나선(Triple Helix) 모델 이라는 산·관·학 모델을 기반으로 AHP(analytical hierarchical process)를 활용한 실증 분석을 수행하였다. 실증분석의 결과, 무엇보다도 한국과 중국 모두 ‘기술 상업화’의 중요 성을 깨닫게 되었다. 또한, 양국의 차이점도 발견하였다. 한국의 경우 양질의 노동력이 강조된 반면, 중국은 신생 기업의 육성을 보다 더 강조했다. 또한 한국과 중국은 모두 산·관·학 협력 플랫폼이 중요하며, 그 하위 요소로서 대학, 기업, 정부 모두 각각의 역할에 따라 서로 다른 중요한 특성을 지니고 있었다. 특히 최근 산·관·학 협력 플랫폼에서는 기존과 다른 대학의 새로운 역할이 강조되고 있다.
