The purpose of this research is to find out the current situation of Korea’s disaster broadcasting and its role through the large-scale wildfire in Goseoung and Sokcho, Gangwon Province, on April 4, 2019. To this end, this research examined the status of the special programming of terrestrial networks (KBS, MBC, SBS) and general programming channels (JTBC, MBN, TV Chosen, and Channel A) and how the disaster information delivery system for the vulnerable worked. This research also looked at the format of news coverage in a content analysis. As a result of this research, disaster broadcasting service providers were very late in compiling special reports while wildfires were moving fast. In addition, information transmission for vulnerable groups such as sign language subtitles was insufficient. This research also shows that the three terrestrial broadcasters reported more coverage than the four general programming cable channels, but all saw a sharp drop in coverage. Furthermore, while reports of types of information providing objective information, such as damage situations and the situation of victims, were the most common, there were very few reports of types of reports that could actually help evacuate. Finally, in the case of information sources, it was found that more unofficial sources such as citizens were used than official sources such as the government.

본 연구는 2019년 4월 4일 강원도 고성⋅속초 일대에 발생한 대형 산불 사건을 통해 우리나라 재난방송의 현황과 재난방송의 역할을 알아보고자 하였다. 이를 위해 지상파 방송(KBS, MBC, SBS)과 종합편성채널(JTBC, MBN, TV조선, 채널A)의 재난방송의 특보 편성 현황과 취약계층을 위한 재난정보전달시스템이 어떻게 작동했는지 자료 수집을 통해 알아보고, 구 체적으로 뉴스 보도 형식은 어떠했는지 내용분석을 통해 살펴보았다. 연 구결과에 따르면, 먼저, 산불이 빠르게 진행되는 데 비해 재난방송 의무사 업자들의 특보 편성은 매우 늦은 편이었고 수어통역 등 취약계층을 위한 정보 전달이 미흡했음을 알 수 있다. 둘째, 지상파3사의 보도량이 종편4사 보다 많았으나 모두 보도량이 급격히 감소하는 것을 볼 수 있었다. 또한 피해 상황이나 이재민 상황 등 객관적인 정보를 제공하는 정보 유형의 보도가 가장 많은 반면, 실질적으로 대피에 도움이 될 수 있는 방재 유형의 보도는 매우 적었다. 마지막으로 정보원의 경우, 정부나 산림청 등 공식적 인 정보원보다 시민이나 이재민 등 비공식적인 정보원을 더욱 많이 활용 하는 것으로 나타났다.
