This study aims to examine the current enactment status of local governments’ MICE-related ordinances and to present directions for the improvement of regulations through content analysis of rules and MICE-related issues. The results show that 26 local governments enacted MICE-related ordinances that stand at a fundamental legal and institutional level to implement superordinate law matters. Also, the study reveals the limitations of not reflecting local governments’ unique characteristics and not actively covering the latest MICE-related issues. This study made implications for the future direction of enacting and revising MICE-related ordinances, such as reflecting the specialized policies of local governments, differentiating the content of metropolitan governments’ and essential local governments’ ordinances, supplementing detailed provisions for specific details related to the MICE infrastructure, clearly delineating administrative and budgetary regulations, reflecting the latest trends, and preparing evaluation procedures for performance results. This study bears significance for providing an academic foundation for the MICE industry, which lacks legal and systematic research and suggests practical directions of development for future enactments and revisions of MICE-related ordinances.

본 연구는 마이스 관련 지방자치단체의 조례 제정 현황을 살펴보고 마이스 관련 이 슈분석 및 조례의 내용분석을 통하여 조례의 개선방향을 제시하는 것을 목적으로 하였 다. 연구결과, 현재까지 제정된 26개의 지방자치단체 마이스 조례들은 상위법에서 선언 적으로 나열되어 있는 사항의 실행을 위한 기본적인 법·제도 수준에 그치고, 최근 마 이스 관련 최신 이슈를 적극적으로 포괄하고 있지 못하는 등 지방자치단체 고유의 특 성이 반영되지 못한 한계점을 드러냈다. 연구결과를 바탕으로 지방자치단체 마이스 조례 제·개정 시 고려하여할 시사점으로 지방자치단체의 특화된 정책 반영, 광역자치단체와 기초자치단체의 조례내용 차별화, 마이스 인프라와 관련된 구체적인 내용에 대한 세부적인 조항 보완, 조직과 예산에 관 한 명확한 규정, 최신 트렌드 반영 및 추진실적에 대한 평가 절차 마련 등을 제시하였 다. 본 연구는 그간 법률과 제도에 관한 연구가 부족했던 마이스 산업 분야의 학문적 기 초를 제공하고 향후 마이스 조례 제·개정에 있어 발전적인 방향을 실질적으로 제시하 였다는 점에서 의의가 있다. 향후 연구에서는 지방자치단체의 조례와 정책집행 현황의 관계를 심도 있게 살펴보고, 중앙정부·광역자치단체·기초자치단체의 정책을 비교· 분석하는 연구가 심도 있게 이루어져야 할 것이다.
